Description
The Director of Human Resources (“HR”) is a critical member of the Premier Community Supports Executive Team. The Director of HR is responsible for all HR functions within Premier. This includes oversight of the teams responsible for: employee onboarding and offboarding/disciplinary actions, leave, worker’s compensation, benefits processing, disciplinary actions, compliance, recruiting, training & development, and employee development activities.

Standards of Performance:
1. To manage ethically and consistently with Premier’s Mission Statement, Policies, and Procedures.
2. To complete tasks effectively and efficiently according to Premier’s most current Standard Operating Procedures (“SOP’s”).
3. To ensure Premier’s compliance with applicable authoritative bodies by contemporaneously developing and implementing applicable SOP’s for the HR Function, as well as maintaining/revising existing SOP’s as needed.
4. To ensure Premier’s compliance with government mandate by acting in Good Faith and Sound Financial Judgement, and by respectfully holding direct reports and others within the organization to the standards of such mandates as documented within Premier’s SOP’s.
5. Consistently demonstrate and incorporate principles of safety for self and others in daily activities and ensure participation in Premier safety programs. Attend required safety training and participate in safety drills and exercises. Ensure tools and equipment are always in good working order and use equipment safely.
6. Requires punctuality, regular attendance, and communication of unexpected changes in work schedule.

Human Resources Functions & Duties:
The primary responsibility of the Director of Human Resources is to be a collaborative and supportive strategic business partner to the executive team of Premier Community Supports, while supervising the teams that carry out all related HR functions, in addition to ensuring compliance with applicable human-resource related rules and regulations. The sections below outline additional details surrounding the areas and day-to-day functions that fall within HR.
1) Strategic HR Business Partner:
a) Collaboratively support the Premier Community Supports Executive Team with all People-Related matters.
2) Organizational Structure:
a) Own, maintain, and provide strategic insight into appropriate organizational structures, including drafting and communicating changes within the Team.
3) Succession Planning/Workforce 2.0 People Initiatives:
a) Assist with workforce readiness and pipeline initiatives to support healthy, sustainable growth within the Organization.
Oversight of the following areas of HR Compliance:
1) Administrative Employee Onboarding
2) Direct Support Professional Employee Onboarding
3) Employee Skills including Background Checks, Auto Insurance, CPR, and other.
4) Individual (Client) Onboarding
5) Disciplinary actions:
a) Investigations
b) Writeups
c) Suspensions
d) Terminations
6) Labor Law Compliance (Wage & Hour)
7) Leaves (FMLA, OFLA, PLO, etc.)
8) OSHA
9) Unemployment Claims
10) Worker’s Compensation Claims
11) Handbook Maintenance:
a) Administrative Employees
b) Direct Support Professionals
12) Develop & Maintain HR Policies & Procedures (SOP’s)
13) 401k Plan Administration
14) Employee Benefits (Insurance):
a) Employee enrollments
b) Annual plan bidding and evaluation process
Oversight of the following areas of Employee Relations/Workforce Development:
1) Workforce Management:
a) Staffing forecasts/needs
b) Recruitment
c) Pipeline development
2) Talent Development:
a) Career Pathing
b) Performance Management
3) Training, Learning & Development:
4) Employee Relations
5) Workplace Mediation
6) Support Acquisitions and Scaling/Expansion Efforts, including:
a) Due diligence for HR programs,
b) Execution of hires/incoming staff evaluations,
c) Broadly support analyze integration efforts.
Other areas of Oversight:
1) Coordinate with Finance & Accounting around Benefit Processing (Medical/Dental, and 401k).
2) Human Resources Team Oversight:
a) Organizational Structure Development,
b) Management and professional development of team members,
c) Overall management of and responsibility for Team.
3) Insurance Evaluation and Renewals: Perform ongoing analysis, through partnership with vendor, around employee-related benefits including medical, dental, vision insurances, etc. Negotiate premiums where able.
4) Serve as the key point of contact for vendors in the following areas:
a) Employee Benefits
b) State of Oregon – FRANCES
c) SAIF – Worker’s Compensation
d) Principal – Leaves such as Paid Leave Oregon
5) Other Duties: Ability to perform and complete any additional tasks/projects as assigned.
Near/Mid-Term Project-Related Duties of the Director of HR:
1) Support CEO through Organizational Redesign (Reorganization) efforts, including strategic, tactical, and administrative support with updated roles/responsibilities, organizational charts, job descriptions, goal setting, and ongoing performance management.
2) Formalize plan for Premier’s Workforce 2.0 pipeline initiatives:
a) Develop Recruiting function.
b) Anticipate/forecast staffing needs, and develop a plan for filling positions.
c) Develop performance management process and tools for employees.
d) Develop compensation and benefits analysis approaches (i.e. Total Compensation communication tools).
e) Develop company performance bonus program that aligns with organizational strategic initiatives.
f) Develop career pathing and rotational programs to ensure pipeline of qualified candidates.
g) Develop University relationships and recruiting plans for graduates, including internship programs where appropriate.
3) Further Employee Relations efforts, including EOC initiatives, and Employee Engagement
4) Formalize inventory of HR-related SOP’s; identify missing procedures and develop a schedule/timeline for completion of those items.
5) Support Acquisition/Diversification and Expansion/Scaling efforts, including due diligence.
Miscellaneous Duties:
1) In the absence or position vacancy of any Department Personnel, the Director of Human Resources is responsible for conducting the daily activities of the duties outlined above for the department.
2) Responsible for staying current with all Federal and State laws, guidelines, regulations pertaining to the Human Resources Department.

Education and Experience:
1) Bachelors, Post Baccalaureate, or Master’s degree in related field from an accredited University is preferred.
2) 10+ years of HR, or related, leadership experience (less than 10 years of experience may be acceptable with SHRM certificate and the ability to demonstrate required skills).
3) SHRM certificate preferred.
4) Advanced Proficiency in Microsoft Office Software programs and Paylocity, and inclination and desire to leverage technological solutions to simplify processes (such as LMS, HCM, etc.).
Knowledge, Skills and Abilities:
1) Possess exemplary conflict resolution skills, problem solving skills, deductive reasoning and leadership skills.
2) Strong written and verbal communication skills using tact, courtesy and cooperativeness.
3) Computer experience, Microsoft Word, Microsoft Excel, Paylocity and ability to use standard office equipment and software.
