Requirements
  • A bachelor's degree in Communications, Journalism, Film/Television Production, Media Studies, or a related field, or equivalent professional experience.
  • At least 5 years of professional television, video, or broadcast production experience, including at least 2 years in a producer, show-runner, or senior editorial role.
  • Demonstrated experience producing original programming on a recurring schedule, such as show episodes, documentary series, or regular public affairs programming.
  • Experience managing a production team, including directing camera operators, supervising post-production, and coordinating across departments or partner organizations.
  • Experience covering or producing content about government, civic affairs, public policy, or community organizations.
  • Strong editorial judgment in public affairs, civic journalism, and documentary production.
  • Hands-on proficiency with scripting, pre-production planning, studio and field directing, and post-production review.
  • Familiarity with broadcast graphics systems and on-air lower-third standards.
  • Working knowledge of professional broadcast equipment, including production switchers, PTZ camera systems, and signal routing platforms.
  • Proficiency in non-linear editing software such as Adobe Premiere Pro or DaVinci Resolve.
  • Understanding of live streaming infrastructure and content delivery network distribution.
  • Familiarity with ADA Title II closed captioning requirements, broadcast captioning workflows, and project management tools.
  • Ability to lead small production teams while managing staff, freelancers, and civic partners.
  • Ability to work with elected officials, City agency communications staff, advocates, and community organizers.
  • Clear written and verbal communication for scripts, rundowns, episode descriptions, on-set direction, and presentations to City leadership.
Responsibilities
  • Maintain PHLgovTV's editorial identity, voice, and journalistic standards across original programming and live broadcasts.
  • Develop season plans, episode concepts, and rundowns for original series, including Her Seat at the Table and the weekly neighborhood field magazine.
  • Write or oversee segment scripts, run-of-show documents, guest briefing materials, and interview questions.
  • Make editorial decisions regarding content, guests, story angles, and on-air presentation in coordination with the CCSO.
  • Ensure programming aligns with the Mayor's five strategic priorities.
  • Directly supervise the Senior Producer, Multiplatform Producer, and Production Technician.
  • Build and maintain the weekly production calendar for episode shoots, post-production deadlines, and publishing schedules.
  • Produce and direct studio shoots, including talent direction, guest coordination, and technical oversight.
  • Supervise field production, including multi-person crews, location logistics, filming permits, and on-location safety protocols.
  • Oversee post-production workflows, including footage ingest, edit review, graphics coordination, and final quality control before broadcast delivery to TelVue.
  • Manage deployment of the LiveU LU300S 5G field streaming unit for remote live broadcasts.
  • Coordinate live broadcast scheduling for City Council sessions, committee hearings, Planning Commission, and Zoning Board proceedings.
  • Ensure government proceedings are broadcast unedited, in full, and archived in the Philadelphia Citizen's Hub.
  • Produce supplemental content for the searchable government proceedings archive, including pre- and post-hearing context segments, committee explainers, and searchable metadata.
  • Ensure PHLgovTV is integrated into the City's emergency communications protocols, including the emergency crawl activation and deactivation workflow.
  • Coordinate social media content, including episode clips, promotional graphics, and platform-specific cuts for Instagram, YouTube, and Facebook.
  • Oversee the PHLgovTV YouTube channel, including uploads, titles, descriptions, chapter markers, and playlist organization.
  • Support rollout on Roku, Apple TV, and Amazon Fire TV through TelVue CloudCast OTT, managing content organization and metadata in TelVue Connect.
  • Ensure distributed content meets accessibility standards, including closed-caption submission within 72 hours of broadcast and bilingual English/Spanish PSA production.
  • Develop and maintain relationships with cultural, neighborhood, housing, school, and community media partners.
  • Support programming development for the Simons Recreation Center broadcast facility.
  • Maintain the PHLgovTV production log and track episodes, government hearings, PSAs, and community content submissions.
  • Contribute to the monthly KPI dashboard and annual Local Content and Service Report.
Desired Qualifications
  • Public broadcasting, municipal government media, PEG access television, or nonprofit civic media experience.
  • Familiarity with Philadelphia's neighborhoods, government institutions, civic organizations, and community media landscape.
  • Experience covering live government proceedings, including City Council, planning commission, zoning, or legislative hearings.
  • Working knowledge of Spanish for bilingual PSA production.
  • Experience producing content for simultaneous distribution across cable, streaming, YouTube, and social media.
  • Familiarity with Ross Video Ultrix/Carbonite or comparable broadcast IP transmission systems.
  • Graduate degree.

Philadelphia to deploy up to 1,000 curbside EV chargers with it's electric across all neighbourhoods

It's electric has signed an agreement with Philadelphia to deploy up to 1,000 Level 2 curbside electric vehicle chargers across the city, making Philadelphia the first US city to pursue city-wide curbside charging at this scale. City Council is set to vote on enabling legislation in June. The network will prioritise neighbourhoods based on rideshare driver density, lack of existing charging infrastructure and environmental justice considerations. More than 60% of Philadelphia households lack off-street parking, making curbside charging essential for EV adoption. It's electric's hardware draws power from existing buildings and utility poles, avoiding interconnection delays and grid upgrades. The first chargers are scheduled to go live in early 2027, with deployment spanning all 18 city planning districts.
