Requirements
  • A bachelor's degree in systems engineering, computer science, aerospace engineering, or a related discipline; five years of experience may be accepted in lieu.
  • An active National and/or NATO Secret or higher security clearance.
  • At least five years of experience in NATO capability development, program management, or defense acquisition.
  • At least three years of operational experience within NATO or national space operations.
  • At least three years of operational knowledge of command-and-control systems within the last 10 years, either as a military officer or civilian.
  • Demonstrated experience in space operations integration within NATO or national commands.
  • Demonstrated knowledge of NATO Space policy, Capability Programme governance, and Program Management Team processes.
  • Experience supporting multinational programs and senior-level governance bodies.
  • Program and project management experience within the past 10 years in a complex and dynamic program environment.
  • Working knowledge of configuration management methods and practices.
  • Working knowledge of capability architectures.
  • Experience with IBM Rational DOORS or an equivalent tool, with certificates provided.
  • Ability to work fully onsite based on client needs.
Responsibilities
  • Support the ACT Space Branch Program Management Team in delivering, synchronizing, and implementing the NATO Space Capability Programme across all tranches and associated projects.
  • Support the Space Theatre Component in integrating NATO Space capabilities into operational planning and execution activities.
  • Coordinate operational requirements and user feedback among the Space Theatre Component, SHAPE, ACT, NCIA, NSPA, and national space organizations.
  • Support the development, refinement, and implementation of program artifacts, including project proposals, implementation plans, program reviews, risk registers, dashboards, and capability roadmaps.
  • Support operational validation of Capability Programme capabilities and their integration into NATO command-and-control structures.
  • Support the synchronization of Operational Space Support, Space Domain Awareness, and Space Domain Coordination capabilities and associated dependencies.
  • Assist in developing operational procedures, playbooks, and coordination mechanisms for space-enabled operations, including space capability considerations.
  • Support training, exercises, and experimentation activities involving space capabilities.
  • Contribute to program governance activities, Program Management Team meetings, Bi-SC coordination mechanisms, and senior leader engagements.
  • Assist with identifying and prioritizing operational capability gaps and associated requirements.
  • Contribute to assessing operational impacts and lessons learned related to employing space capabilities.
  • Support identifying, analyzing, and mitigating program risks, interdependencies, and critical paths across space projects.
  • Support NATO exercises, operational experimentation, evaluations, and lessons-learned activities involving space capabilities.
  • Support experimentation, wargaming, operational demonstrations, and exercises, including Arctic Sentry and Cosmic Sentinel.
  • Contribute to operational acceptance activities, readiness assessments, and transition planning.
  • Support engagement with industry and commercial space actors for NATO Commercial Space Strategy implementation.
  • Prepare briefings, analyses, and recommendations for Space Theatre Component leadership while supporting Program Management Team activities and briefings.
  • Travel to meetings and conferences within and outside NATO boundaries for up to 30 days per year.
  • Perform additional tasks as required by the Contracting Officer's Technical Representative at Headquarters Supreme Allied Commander Transformation, in coordination with Space Theatre Component leadership.

SPA taps Raj Badhwar as CIO. On January 28, Systems Planning & Analysis (SPA) announced that Raj Badhwar has joined the company as chief information officer (CIO). Badhwar serves on SPA's executive leadership team and reports to Chief Executive Officer Rich Sawchak. As CIO, Badhwar leads SPA's enterprise information technology (IT) organization, including digital strategy, architecture, engineering, operations, data management, and business intelligence.
