Job Description
Basic Purpose
Under general supervision and direction of Department Head, perform professional legal work in providing legal services, counseling, and representation on matters relating to general law oil and gas, public utilities, and transportation, in the Office of the General Counsel, Oklahoma Corporation Commission (“Commission”).
Typical Functions
Analyzes factual and legal issues in the review of policies, procedures, regulations, and technical manuals for the Commission.
Conducts specialized research of case law, statutes, policies, and regulations, and prepares memoranda of law.
Prepares necessary legal documents and advisory opinions for administrative personnel.
May draft or comment on proposed legislation or changes in regulations.
Prepares and/or presents the Commission’s case in hearings before the court or administrative body; prepares applications, show cause orders, complaints, briefs, motions, and additional documents preparatory or incidental to the trial of a case; and participates in pre-trial or pre-hearing conferences, examines, and cross-examines witnesses, argues motions before the court or hearing officer, and summarizes the Commission’s case.
May negotiate contractual matters and draft the necessary contracts and other legal instruments or documents.
Review cases; prepare reports, exhibits, and legal memoranda from the record and hearings, outlining the factual and legal issues; and recommends the disposition of a case.
Answers general inquiries concerning legal issues from the public and staff; assists the general public regarding complaints, questions, or additional problems involving regulated companies; assists in the preparation and filing of complaints; and mediates disputes between consumers and regulated companies.
Work directly with oil and gas subject matter experts and prepare them as witnesses in administrative proceedings.
Performs related work as required and assigned.
Education and Experience
Admission to the Oklahoma Bar Association and one (1) year of experience in the practice of law in the areas of administrative, environmental, general, oil and gas, public utility regulation, or transportation.
Knowledge, Skills, Abilities, and Competencies
Knowledge of legal principles and their application; legal research methods; the scope of Oklahoma statutory law and provisions of the Oklahoma Constitution, principles of administrative and constitutional law, trial and administrative hearing procedures, and rules of evidence.
Skills performing independent and difficult research; analyzing, appraising, and applying legal principles, facts, and precedents to difficult legal or factual problems; presenting statements of fact, law, and argument clearly and concisely in oral and written form; effectively presenting, explaining, and arguing cases to administrative boards, commissions, or courts; composing and dictating correspondence involving the explanation of difficult legal matters.
Preferred candidates will have experience with Oil and Gas and/or Environmental Law. Oil and gas industry experience and/or understanding of oil and gas law preferred, but not required.
