About the Position
The Proposal Manager will support the Dexis Professional Services – Monitoring, Evaluation and Learning (DPS-MEL) team. DPS-MEL implements M&E of USG programming, security cooperation capacity building, and hopes to grow into other service lines. The successful candidate will have experience with business development with US Government (USG), particularly Department of State, Department of Defense, Department of Labor, Department of Health and Human Services and/or Department of Homeland Security.
The primary function of the Proposal Manager is to independently manage business development processes and functions, as well as support specific capture efforts and proposals for the division. Under moderate supervision, the individual will serve as a proposal manager and contribute to capture efforts for priority opportunities. This may include writing sections of proposals, capacity statements, and white papers.
Outside of supporting opportunity efforts, the individual will independently manage CRM software Salesforce, including our pipeline, partner information, tracking opportunities, doing research into new identified opportunities, and other related initiatives. The Proposal Manager will support the training and use of reference materials for bid management of the larger DPS-MEL team, liaise with our Business Development Support Services team, and contribute to the strategy development for new opportunities and/or clients. Successful candidates will have demonstrated experience with business development efforts with the USG, particularly the US Departments of State, Defense, and/or Homeland Security.
Responsibilities
Bid Management Responsibilities (60%)
- Serve as bid manager, section writer, and/or pricer for live proposals, focusing on the DPS MEL team’s more complex bids.
- Bid management includes management of proposal teams, calendars and deadlines, support of strategy development with technical staff, partner identification and negotiation, recruitment, writing, production, internal approvals, reviews, submission, and after-action reviews.
- Play an active role in the lifecycle of new business development, including bid tracking, bid management when live, submission, and follow-up.
- Support capture efforts in preparation for bids, including strategic pilots, desk research, partner outreach, marketing materials, and other activities to better position Dexis in advance of opportunities.
- Work closely with other DPS-MEL team members serving as bid managers to provide on-the-job trainings, proposal oversight, and quality control.
Business Development Overarching Responsibilities (40%)
- Liaise with DPS leadership, BDSS, and other departments to meet division’s new business goals and needs.
- Actively participate in increasing Dexis’ visibility in target industries and markets through networking and participation in industry events and organizations.
- Maintain pipeline and ensure opportunity and partner records are kept updated
- Proactively identify and track relevant upcoming USG funding opportunities through advance intelligence gathering, partner relationships, and other resources.
- Ensure completion of compliance and color reviews, go/no go process
- Manage and/or contribute to business development systems, tools, and processes
- Oversee and/or manage BD consultant engagement, including recruiters, technical writers, subject matter experts, bid managers, etc.
- Contribute to division’s BD operations management, such as bid budget development, monitoring opportunities, systems management, analyses and reporting on corporate/divisional targets, etc.
- Work effectively with DPS-MEL team members, BDSS, and other departments to meet Dexis’ business goals and needs.
- Contribute to the improvement of BD processes, tools and knowledge management.
- Develop and coach DPS-MEL staff working in business development, specifically bid management, as appropriate. Specifically provide formal and informal BD trainings.
- May serve as primary point of contact with partners and other resources needed for multiple opportunities.
- Manage RFI responses, draft qualifications, and other materials demonstrating Dexis’ capabilities.
- Conduct research on opportunities, competition, the market, etc.
Qualifications
- Bachelor’s Degree in a related field.
- At least 6 years of business development experience with USG, specifically the US Department of State, US Department of Defense, and/or US Department of Homeland Security .
- Demonstrated experience with DOS, DOD, and/or DHS Requests for Information (RFIs), Requests for Proposal (RFPs), and Task Order responses.
- Demonstrated experience leading large proposal teams on complex, multi-year, multi-partner proposals.
- Demonstrated experience with opportunity management, including identification and tracking.
- Strong writing and editing skills.
- Excellent organization and multi-tasking skills.
- Strong interpersonal and communication skills.
- Attention to detail and adherence to timeliness.
- Ability to work independently with minimal supervision.
- Eager, proactive, and can-do attitude / mindset.
Preferred Qualifications
- Experience with capture efforts and client relationship management.
- Experience with opportunity and/or client strategy development and implementation.
- Experience using Salesforce.
- Familiarity in client/funder regulations as it relates to budget development, un-allowed costs for USG agencies, knowledge of the Federal Acquisition Regulations (FAR), AIDAR, the Defense Federal Acquisition Regulations Supplement (DFARS), among others.
- Familiarity with M&E programming.
- Familiarity with Security Cooperation/Assistance programming.
- Experience successfully managing and bringing opportunities to BPAs and/or IDIQs.
- Knowledge of cost and pricing.
- Active, or eligible to obtain a, secret clearance.
Below is the pay range aligned with this position. When developing a range, Dexis evaluates compensation holistically, triangulating between external market research, our budget for the position, and internal equity to arrive at a figure that is fair and competitive. Offers within this range will be based on an individual candidate’s qualification, relevant education and experience, skills, performance, and organizational needs.
Dexis pay range for this role:
$77,000—$96,000 USD
