Position Specific Summary
The Applied Policy Researcher at the City of Tucson’s Police Department conducts advanced data analyses, manages statistical projects, and develops innovative methodologies to support departmental strategies. This position is responsible for conducting resource allocation studies and advising on program evaluations.
Work is performed under the supervision of the Analysis Superintendent. This position does not supervise.
Duties and Responsibilities
Consults with leadership and internal department partners to create research designs that evaluate departmental operations that ensure implementation fidelity and measure operational outcomes. Collaborates with other departments and outside agencies to gather or provide data and disseminates findings as needed.
Reviews and interprets existing research findings related to policy issues to identify trends, patterns, and effectiveness. Provides insights and solutions based on analysis to help shape policy changes or strategies for the department. Assesses desired outcomes of experiments and previous strategies to identify factors that contributed to success or failure. Designs randomized control trials and runs robust regressions on data collected to provide results or possible solutions that could enhance department operations.
Utilizes qualitative and/or quantitative methodologies to collect, analyze, and evaluate departmental operations by employing statistical software, focus group interviews, and surveys, etc. to help determine effective use of departmental resources and establish staffing allocations. Uses social science methodologies to gather, interpret and analyze data from experiments and case studies to answer research questions about behavior and social structures within the department and community.
Gathers, conducts, and publishes independent research within peer-reviewed, academic journals that will serve the department in bettering its operations and policies in conjunction with management directives. Ensures policy research and data analysis are accessible to leadership and policymakers for understanding and clear communication.
Performs all other duties and tasks as assigned.

MINIMUM QUALIFICATIONS
Education
Bachelor’s degree
Experience
Two (2) years of directly related experience
Equivalency
Any combination of relevant education and experience may be substituted on a year-for-year basis.
License/Certifications
Preferred Qualifications
Master’s degree and at least 1 year of relevant training or experience in applied social science research.
Experience with one or more of the following statistical software packages: R, Stata, Python, SAS, etc.
Experience developing, collaborating, and implementing programs with partner organizations
