Requirements
  • A bachelor's degree is required; engineering, criminal justice, applied science, or a technical discipline is preferred, although equivalent operational or testing experience may substitute for the degree requirement.
  • At least 5 years of experience supporting federal acquisition, Systems Engineering and Technical Assistance, or programmatic support contracts is required.
  • Experience with the Department of Homeland Security, Customs and Border Protection, Department of Defense, or similar agencies in acquisition or systems engineering roles is required.
  • Demonstrated experience supporting Operational Test and Evaluation integration, requirements development, system evaluations, or acquisition documentation is required.
  • Experience supporting Integrated Product Teams, developing milestone documentation, or assisting with engineering or technical analyses is required.
  • Proficiency with Microsoft 365, data systems, analysis tools, and collaboration platforms is required.
  • The candidate must be able to support hybrid remote/on-site work at Government direction.
  • The candidate must be eligible to obtain and maintain a Customs and Border Protection Background Investigation.
Responsibilities
  • Support acquisition lifecycle activities for Domain Awareness Persistent Systems, including milestone documentation, acquisition strategies, and requirements development in accordance with the Department of Homeland Security Acquisition Lifecycle Framework.
  • Provide Systems Engineering and Technical Assistance through requirements analysis, engineering review, configuration documentation, and integration planning across surveillance and detection technologies.
  • Coordinate and facilitate Integrated Product Teams, including OIPTs, IIPTs, and PIPTs, Test Plan Working Groups, and technical alignment meetings with Customs and Border Protection, Department of Homeland Security Science and Technology, and interagency stakeholders.
  • Contribute to Integrated Master Schedule development and updates and to program reporting aligned with operational and acquisition priorities.
  • Support operational test integration by preparing test documentation, reviewing data, and ensuring Operational Test and Evaluation findings are incorporated into acquisition decisions.
  • Provide analytical input for budget formulation, spend plans, Independent Government Cost Estimates, contractor proposal evaluations, and resource allocation planning.
  • Identify program risks, track mitigation strategies, and support risk, issue, and opportunity reporting for leadership.
  • Evaluate emerging technologies, system configurations, and engineering changes to inform capability development and system readiness decisions.
  • Develop executive-level briefings, decision papers, dashboards, and performance metrics to support program leadership and enterprise decision-making.
  • Ensure compliance with Customs and Border Protection acquisition policies, documentation standards, and security requirements, including the handling of sensitive program information.
Desired Qualifications
  • A background in engineering, criminal justice, applied science, or a technical discipline is preferred.
  • Project Management Professional certification is preferred.
  • Defense Acquisition University Test and Evaluation Level I or Level II certification is preferred.
