Requirements
  • US Citizenship is required for all positions.
  • Bachelor's degree in related field, or equivalent training and experience, plus a minimum of 11 years of related and progressively responsible experience, which must include substantial experience negotiating and administering labor agreements.
  • Demonstrated experience leading and working in a team environment.
  • Working knowledge of Davis-Bacon Determinations.
  • Strong consulting skills.
  • Strong analytic skills to gather and summarize data, find solutions to various workforce-related problems, and prioritize work.
  • Demonstrated commitment to continuous improvement.
  • Ability to pro-actively network and establish effective working relationships at all levels, both internally and externally.
  • Must handle challenging and sensitive conversations while maintaining confidentiality at all levels and responding to all issues in a timely manner.
  • Must professionally adapt to changes in the work environment and deal with unexpected events.
  • Possess solid knowledge of legal requirements that affect the Labor Relations Office. Knowledge of Human Resource principles, Equal Opportunity law and National Labor Relations Board laws.
  • Ability to interview personnel, conduct research, assist with investigations, and provide investigative summary reports to appropriate management.
  • Demonstrated skill to apply tact and sound judgement to issues related to assigned areas of responsibility.
  • Excellent oral and written communication skills.

  • Ability to effectively deal with conflicting deadlines, frequent interruptions, and multiple tasks with minimal supervision.
  • Ability to work non-standard working hours to meet organizational requirements is required.
  • Pre-placement physical examination, which includes a drug screen, is required. MSTS maintains a substance abuse policy that includes random drug testing.
  • Must possess a valid driver's license.
  • Ability to obtain a HSPD-12 Personal Identity Verification credential under the Department of Energy Order 206.2, ‘Identity, Credential, and Access Management,’ and Supplemental Directive NNSA SD 206.2, ‘Implementation of Personal Identity Verification for Uncleared Contractors.’
Responsibilities
  • Develop and implement labor relations strategies that align with MSTS’ organizational goals.
  • Advise management on labor relations issues, including collective bargaining agreements, grievances and disciplinary actions.
  • Facilitate negotiations with labor unions and represent the organization during collective bargaining sessions.
  • Conduct investigations regarding bargaining unit employees’ complaints and grievances, ensuring timely and fair resolutions.
  • Track and analyze labor relations metrics to evaluate the effectiveness of strategies and interventions.
  • This position is responsible for planning, directing, and coordinating programs to address bargaining workplace issues.
  • Ensuring compliance with, implementation of, and updates of policies, procedures, regulations, contracts, and related laws.
  • Administering, interpreting, and negotiating multiple Nevada National Security Site bargaining unit labor agreements. Must be able to provide sound strategic negotiation and contingency strategies and motivate a team resulting in successful outcomes. Manage grievance concerns and resolutions with proactive approaches.
  • Job responsibilities include recruiting, selecting, orienting, and developing labor relations employees.
  • Communicating job expectations; planning, monitoring, and appraising job results; coaching, counseling, and disciplining employees.
  • Provide briefings and guidance on areas of accountability.
  • Forecasting requirements: support preparing for and meeting an annual budget; enforcing quality and customer service standards and benchmarking state-of-the-art practices.
  • Analyzing and resolving quality and customer service problems.
  • Maintaining current knowledge and expertise in the Human Resources field.
  • Articulating and presenting ideas and plans to senior leadership with deliverables, timelines, and a formal process for measuring success.
  • Planning and maintaining work systems, procedures, and policies that enable and encourage optimal performance.
  • Conduct easy to complex independent investigations on both internal and external concerns and complaints.
  • Administration of drug/alcohol program related to bargaining personnel and consequences of positive drug/alcohol screenings.
  • Special projects as assigned by the Manager of Staff Relations and/or the Director of Human Resources.
  • Remain informed and current on employment law changes in California, Nevada, New Mexico, Maryland, and other states when necessary.
  • Creating an environment where issues are raised, addressed, and resolved.
