Requirements
  • Bachelor’s degree in related field or equivalent training and experience and at least 8 years of relevant experience.
  • Experience applying SAT or equivalent training design and evaluation methodology.
  • Demonstrated ability to design, develop, and deliver engaging training programs.
  • Proven experience delivering formal classroom instruction and applying varied adult learning methods.
  • Strong analytical, written, and oral communication skills.
  • Ability to perform in high-stress, dynamic environments with multiple competing priorities.
  • Proficiency with database, spreadsheet, and presentation software.
  • Willingness to occasionally work flexible hours to accommodate 24/7 operations.
  • Attain and maintain MSTS certification as an Instructor and Exercise Controller/Evaluator.
Responsibilities
  • Serve as the Principal Emergency Response Specialist responsible for SOARS Training & Development.
  • Conduct needs assessments to identify skills gaps and performance trends.
  • Monitor, evaluate, and document OCC personnel proficiency.
  • Recommend targeted remedial, professional development, and continuing education initiatives.
  • Deliver training in both classroom and operational floor environments.
  • Provide one-on-one or small group instruction as needed.
  • Incorporate blended learning approaches, leveraging in-person, virtual, and self-paced training.
  • Promote ongoing education through internal programs (e.g., EETAP, LinkedIn Learning) and external resources (e.g., FEMA Independent Study, NV NTQS).
  • Encourage staff participation in relevant workshops, certifications, and professional development opportunities.
  • Gain and maintain operational familiarization with workplace processes, equipment, and procedures to perform daily tasks effectively.
  • Obtain and maintain proficiency in the processes, procedures, tools and certifications of Duty Manager, Air & Ground Operations Support, and Fire Dispatch positions to ensure employee training relevance and operational credibility.
  • Perform other duties assigned by Management.
Desired Qualifications
  • Bachelor’s degree in Emergency Management is preferred.
  • 2 years in NNSS operations support, emergency management, or emergency response center operations (or equivalent) is preferred.
  • Additional experience in emergency management, DOE Order 151.1E, and NNSA Nevada Field Office Consolidated Emergency Management Plan.
  • Prior experience in operations command or emergency operations centers.
