Requirements
  • Ten years of experience in facilities operations and maintenance work.
  • Four years in a management role overseeing the operation and maintenance of HVAC, electrical, and plumbing systems and personnel, including management of at least 30 personnel.
  • A bachelor's degree in Business, Management, or Engineering, or a professional trade license.
  • Demonstrated ability and experience managing a large facilities management contract with a similar scope of work and duties.
  • Understanding of government contracts, correspondence, reports, and records.
  • Excellent verbal and written communication skills.
  • Ability to effectively communicate ideas, present information, and engage audiences in conferences, seminars, and client meetings.
  • Proficiency in monitoring and managing labor, tracking project costs, and implementing strategies to optimize resource utilization.
  • Ability to operate office equipment and use Microsoft Office Suite programs.
  • U.S. citizenship.
  • Ability to pass a pre-hire background and drug screen.
  • A valid driver's license with an acceptable driving record.
  • Ability to lift 25 pounds.
Responsibilities
  • Manage and oversee all routine facilities maintenance and repair programs, coordinating with other contract departments as needed.
  • Oversee and provide direct supervision of lower-tier sub-departments and their functions.
  • Plan, direct, coordinate, and review the work plan for assigned staff; assign work activities, projects, and programs; review and evaluate work products, methods, and procedures; and meet with staff to identify and resolve problems.
  • Direct effective work execution for building systems including HVAC, electrical, building controls, plumbing, fire alarm, sprinkler, carpentry, masonry, storm water, and site infrastructure.
  • Manage routine, urgent, and emergency work orders.
  • Oversee scheduled equipment preventive maintenance activities.
  • Oversee scheduled equipment predictive maintenance activities.
  • Support unscheduled outage response and restoration.
  • Coordinate outside specialty vendor and subcontracted activities.
  • Analyze contract work and ensure all activities performed are within scope.
  • Monitor and evaluate the efficiency and effectiveness of service delivery methods and procedures, and recommend appropriate service and staffing levels.
  • Participate in developing and administering project goals, objectives, and procedures.
  • Prepare and administer large program budgets.
  • Develop and use key process indicator metrics to measure and improve crucial department functions.
  • Schedule, attend, and lead business meetings with internal and external stakeholders as needed.
  • Establish and maintain effective working relationships with the customer and company personnel.
  • Interpret and apply federal, state, and local policies, laws, and regulations.
  • Respond to emergency site maintenance or conditions as required.
  • Occasionally operate government- or company-owned motor vehicles.
  • Adhere to established company safety, personnel policies, and standard operating procedures.
  • Perform other assigned duties.
Desired Qualifications
  • Fifteen years of facility operations management experience, including work with NASA.
  • A master's degree in Engineering, Business Management, or a Construction field.
  • Extensive knowledge of Federal Acquisition Regulation requirements for government property and subcontracting procedures.
