The Department of Community Planning, Housing and Development (CPHD), Inspection Services Division (ISD) is hiring a technical/engineering professional to join its Plan Review team as Mechanical Construction Plans Examiner.

This position is responsible for examining construction documents for all phases of work on commercial and   buildings, including new construction, additions and alterations to ensure that the building construction and its related HVAC, smoke control, stairwell pressurization systems as well as protection of building construction affected by the installation of HVAC system (Fire/smoke dampers, etc.) comply with the Virginia state mechanical Code that is based on the ICC International Mechanical Code. Projects are complex due to size, multiplicity of structures, advanced design of installed systems, and advanced construction methods and techniques.

Minimum: 

• Bachelor's Degree in Engineering, a field related to construction or a construction specialty; and

• Some experience in Plumbing and Mechanical Systems Engineering related to buildings and facilities, including experience interpreting construction plans.

Substitution: Additional qualifying experience in an area or areas of specialization (e.g., plumbing, construction, mechanical or electrical engineering) may substitute for the education requirement on a year for year basis

Desirable: Preference may be given to candidates with a bachelor’s degree in mechanical engineering and experience with one or more of the following: 

• International Mechanical Code; 
• Reading and interpreting construction documents, specifications, codes, regulations and/or ordinances; 
• Responding to public inquiries; and 
• Certification by International Code Council (ICC) or the State of Virginia as a Mechanical Plans Examiner or Commercial and Residential Mechanical Inspector.

Certification as a Virginia Mechanical Plans Examiner is required within 12 months of employment.

Completion of the Commonwealth of Virginia Statement of Economic Interest form will be required of the successful candidate upon hire and annually thereafter.

The applicant must possess and maintain a valid driver's license and the applicant must authorize Arlington County to obtain a copy of the applicant's official driving record. Any offer of employment may be contingent upon a favorable review of the applicant's driving record. 

ADDITIONAL INFORMATION:
Work Hours: Monday- Friday, 8:00 a.m. - 4:30 p.m., with flexibility and telework options.

The official job title is Construction Plans Examiner II. Candidates will be hired at levels I or II depending upon their experience and certifications.  Salary ranges for each level are as follows:

Construction Plans Examiner I:  $84,760.00 - $131,372.80

Construction Plans Examiner II: $89,024.00 - $138,008.00

Specific duties include: 

• Reviewing and approving construction documents for compliance with the Virginia Mechanical Code (and Building Code as appropriate) based on the International Mechanical Code;
• Working with Mechanical HVAC systems in complex buildings (mostly hi rise);
• Interpreting and enforcing codes, regulations and ordinance;
• Conducting field visits to survey and evaluate buildings mechanical systems; 
• Providing code consultation services to builders, developers, engineers, property owners, architects and other governmental agencies; 
• Evaluating mechanical system design for   compliance with applicable codes and standards; 
• Representing the Division and County at meetings and public hearings; and 
• Developing, participating, and defending Code change proposals at local, state, and national arenas.

The successful candidates will possess: 

• Analytical skills to perform complex computations and work in accordance with code standards and applicable legal ordinances and regulations; 
• Considerable knowledge and ability to apply modern principles and practices of the mechanical engineering/technical field; 
• Knowledge of client-focused service-delivery systems and commitment to customer-service; 
• Knowledge of computer applications relevant to the field; 
• Ability to collaborate with architects, engineers, developers, contractors, and government professionals to facilitate compliance with applicable permitting, engineering, and code requirements; and
• Effective communication skills, including the Ability to establish and maintain effective working relationships with diverse staff, community representatives, clients and professional peers.
