  • Bachelor's degree in civil engineering, environmental engineering, or a similar degree from an accredited institution, or equivalent work experience
  • Professional Engineer (PE) licensure in MN and/or WA or ability to obtain it within 6 months
  • 15+ years' experience in water/wastewater engineering with demonstrated expertise in pipeline design and hydraulic systems
  • 15+ years' experience with production/design of water and wastewater pipelines, pump stations, treatment facilities, and conveyance infrastructure
  • Proven experience in project management and technical review across water/wastewater pipeline projects and utility infrastructure
  • Strong written and verbal communications skills with ability to interface with utility clients and regulatory agencies
  • Knowledge of Civil 3D and hydraulic modeling software (WaterCAD, SewerCAD, or similar)
  • ArcGIS Pro knowledge a plus for utility mapping and asset management
  • Demonstrated experience developing and implementing comprehensive QA/QC processes and procedures for water/wastewater pipeline projects with emphasis on system performance and regulatory compliance
  • Proven track record of business development and client relationship management within the municipal utilities and water/wastewater sector
  • Experience mentoring junior staff and leading multidisciplinary teams on water infrastructure projects
  • Experience with proposal writing and project pursuits for water/wastewater pipeline and utility infrastructure projects
  • Experience with stakeholder engagement including utility boards, city councils, and public presentations on water infrastructure projects
  • Strong understanding of water/wastewater technical standards, pipeline specifications, hydraulic design principles, and regulatory requirements (EPA, state health departments, utility standards)
Responsibilities

  • Manage water and wastewater pipeline projects (As "Lead" and/or "PM" when assigned) across municipal utilities, facilities, and infrastructure rehabilitation projects
  • Be responsible for project delivery (scope, schedule, and budget) including QA/QC processes at all project stages, with emphasis on hydraulic performance and regulatory compliance
  • Act as Engineer of Record and lead technical reviewer for pipeline design, hydraulic modeling, and utility construction specifications
  • Work independently and with a team to drive project deliverables as both a pipeline design Lead and Project Manager, specializing in water/wastewater conveyance systems
  • Work closely with utility clients, regulatory agencies, and other stakeholders to represent Windsor positively, identify new business opportunities, and grow strong long-term relationships
  • Develop and maintain relationships with team members, utility clients, contractors, and industry partners to expand Windsor's network and market presence in the water/wastewater sector
  • Collaborate with and explain complex pipeline design options and hydraulic solutions to a diverse stakeholder group while positioning Windsor's water infrastructure expertise
  • Lead estimating and proposal efforts for new water/wastewater pipeline opportunities, including development of winning technical approaches and innovative conveyance solutions
  • Effectively plan and manage multiple pipeline projects and deadlines and complete deliverables on time and on budget while ensuring system performance standards
  • Mentor/train junior team members in pipeline engineering excellence, hydraulic design principles, utility construction practices, and client relationship management
  • Champion and be responsible for quality control and following Windsor's Quality Management Plan (QMP) with particular attention to water quality protection and system reliability
  • Develop and apply knowledge of water/wastewater systems, pipeline materials, regulatory codes, and hydraulic modeling software to deliver innovative conveyance solutions
  • Coordinate with other disciplines including pumping systems, treatment facilities, SCADA/controls, and geotechnical engineering
  • Complete pipeline site visits, utility coordination meetings, and construction observation as needed.
