Requirements
  • A Bachelor’s Degree or four years of direct utilization review, discharge planning, or case management experience in a behavioral health setting is required.
  • Two years of previous work experience is required; office or hospital setting experience is preferred.
  • Computer skills are required, including word processing, spreadsheets, and data processing.
  • Knowledge of Joint Commission documentation and medical records standards and the ability to maintain accurate records are required.
  • Current American Heart Association CPR certification or American Red Cross Professional Rescue certification is required within thirty days of hire, with biannual recertification.
  • Formal training in the management of the aggressive patient (S.A.F.E.) is required within sixty days of hire, with annual recertification.
  • The ability to work independently and complete assignments within specified times is required.
  • The ability to work flexibly with schedule changes, varying caseload sizes, program additions, and policy or procedure changes is required.
  • The ability to perform professionally in stressful situations involving patients, families, payers, and hospital staff is required.
  • The ability to apply common-sense principles and resolve problems independently is required.

Responsibilities
  • Act as the liaison between Rogers Behavioral Health and third-party payers to advocate for medical-necessity authorization, provide utilization information, and facilitate physician-to-physician reviews or expedited appeals.
  • Act as a liaison between Rogers Behavioral Health, third-party payers, and non-Rogers providers to ensure aftercare is complete and appointments are scheduled.
  • Attend and participate in interdisciplinary treatment-team meetings.
  • Review active medical records to ensure medical-necessity documentation requirements are met and escalate documentation or quality-care issues when needed.
  • Communicate with utilization-review, admitting, and clinical leadership regarding the quality of documentation in medical records.
  • Collaborate with admitting and clinical leadership to provide feedback, education, and training to clinical staff regarding medical-necessity documentation.
  • Initiate the physician-advisory review process as needed.
  • Coordinate between Rogers programs as the primary liaison among admissions, clinical teams, payer strategies, and patient financial services to obtain medical-necessity authorization, single-case agreements, or self-pay deposits.
  • Inform utilization-review leadership of sensitive cases or potential cases involving payer strategies that may lead to contractual arrangements.
  • Work with regulatory or quality departments to identify, investigate, or resolve issues that place patients or Rogers Behavioral Health at risk.
  • Maintain a list of resources to be used in accordance with best practices.
  • Adhere to established standard work and ensure all documentation standards are met within the required timeframe.
  • Coordinate the discharge-planning process among patients and families, Rogers clinicians, outpatient providers, insurance case managers, county services, and legal stakeholders.
  • Assess patient and support-system needs for medication management, psychotherapy, ongoing medical care, housing or placement, financial needs, community support, and county-based support.
  • Begin discharge planning at admission by obtaining collateral input, securing required authorizations for release of patient information, and ensuring patient demographics are accurate between Rogers Behavioral Health and third-party payer systems.
  • Collaborate continuously with patients, families, and treatment teams on continuing-care needs to develop or adjust aftercare plans.
  • Complete aftercare plans before discharge, schedule aftercare appointments or arrange transfers to other Rogers programs, and document discharge-planning steps in the electronic health record.
  • Arrange community resources and provide documentation to other providers to facilitate transitions through the continuum of care.
  • Populate and maintain the referent/provider database in the electronic health record.
  • Support utilization-review process-improvement initiatives.
  • Assist new utilization-review case-management specialists and care advocates in understanding and adhering to standard work.
  • Assist in creating and implementing new standard work by identifying waste and collaborating on solutions.
  • Assist with collecting data for continuous improvement.
  • Communicate with clinical teams, admissions, and third-party utilization-review and case-management teams about case status.
  • Assist patient financial-services staff with investigating reimbursement problems.
  • Communicate with patients and family members about aftercare planning, insurance benefits, authorizations, aftercare recommendations, self-pay arrangements, and medical-necessity denials for continued stays.
  • Educate patients and family members about costs of care that may occur during treatment.
  • Communicate department goals to fellow staff members and demonstrate measurable goal achievement.
  • Maintain department policies and procedures and incorporate requirements and guidelines from external agencies, including the Joint Commission and the State of Wisconsin.
  • Educate new staff about regulations or requirements related to their functions or departments, as directed.
  • Understand and apply Joint Commission and other regulatory-agency compliance standards relevant to Admission Services.
  • Participate in in-services, seminars, meetings, committees, team meetings, and team projects as directed.
  • Conduct oneself professionally, respond to inquiries and tasks in a timely manner, communicate concerns and solutions, and attempt to resolve peer issues constructively.
  • Attend outside seminars or educational classes to promote professional growth.
  • Comply with hospital policies and procedures, including Human Resources, Infection Control, and Employee Health policies and programs.
  • Perform other duties as assigned.

  • Knowledge of the Diagnostic and Statistical Manual of Mental Disorders, International Classification of Diseases, Tenth Revision, and medical, mental-health, and chemical-dependency diagnosis and treatment processes.
