Requirements
  • A minimum of 5 years of experience within NATO capability development, programme management, or defence acquisition is required.
  • A minimum of 3 years of operational knowledge of command-and-control systems within the last 10 years is required, either as a military officer or as a civilian.
  • A minimum of 3 years within the last 10 years of sound knowledge of Capability Development and Management processes in the command-and-control area is required.
  • Demonstrated knowledge of NATO Space policy, Capability Programme governance, and Programme Management Team processes is required.
  • Experience supporting multinational programmes and senior-level governance bodies is required.
  • Programme and project management experience within the past 10 years in a complex and dynamic programme environment is required.
  • Working knowledge of Configuration Management methods and practices is required.
  • Working knowledge of Capability Architectures is required.
  • Experience with IBM Rational DOORS or an equivalent tool is required, with certificates provided.
  • A University/Bachelor’s degree in Science is required.
  • Advanced proficiency in English is required.
  • A valid National or NATO Secret personal security clearance is required.
Responsibilities
  • Support the ACT Space Branch Programme Management Team in the delivery, synchronization, and implementation of the NATO Space Capability Programme across all tranches and associated projects.
  • Coordinate programme execution activities between HQ SACT, SHAPE, AIRCOM Space Theatre Component, NCIA, NSPA, nations, and commercial partners.
  • Support the development, refinement, and implementation of programme artefacts, including project proposals, implementation plans, programme reviews, risk registers, dashboards, and capability roadmaps.
  • Support the synchronization of Operational Space Support, Space Domain Awareness, and Space Domain Coordination capabilities and associated dependencies.
  • Contribute to programme governance activities, Programme Management Team meetings, Bi-Strategic Commands coordination mechanisms, and senior leader engagements.
  • Support the identification, analysis, and mitigation of programme risks, interdependencies, and critical paths across all space projects.
  • Support experimentation, wargaming, operational demonstrations, and exercises, including Arctic Sentry, Cosmic Sentinel, and related activities.
  • Coordinate with NCIA Architect Programme Management Team subject-matter experts and national experts to maintain programme coherence and support architecture development and analysis of alternatives.
  • Support engagement with industry and commercial space actors in support of NATO Commercial Space Strategy implementation.
  • Produce reports, briefings, and recommendations for ACT Space Branch leadership.
  • Directly support the Branch Head CR and travel to meetings and conferences within and outside NATO boundaries for up to 30 days per year.
  • Perform additional tasks as required by the Contracting Officer’s Technical Representative related to the labor category.
