Requirements
  • Considerable knowledge of current social, economic, and health issues and trends; effective supervision; public assistance programs, policies, and regulations; eligibility determination; casework supervision; and interviewing techniques.
  • Working knowledge of computer systems and standard office software, including state Department of Social Services human services systems.
  • Skill in operating a personal computer and associated office and agency software.
  • Ability to supervise and train others, plan and manage work, communicate orally and in writing, interpret laws, policies, and regulations, supervise service delivery and organizational operations, maintain working relationships with internal and external customers, and evaluate financial assistance programs.
  • A Bachelor's degree in the human services field and human services program experience in a lead or supervisory capacity, or an equivalent combination of training and experience.
  • Willingness to work in the community emergency shelter in the event of a natural disaster or emergency.
  • Successful completion of required background checks and screenings, which may include criminal history, Central Registry, driving record, drug screening, fingerprint, employment verification, references, education verification, and relevant credit checks.
Responsibilities
  • Supervise specialists who determine eligibility for government assistance programs and other staff.
  • Train, lead, and develop staff and monitor case management services.
  • Provide administrative and programmatic supervision to staff and review case management plans for quality assurance.
  • Develop written guidelines for delivering case management services.
  • Assign caseloads and coordinate and monitor staff activities.
  • Hold individual and group conferences to review cases and problems.
  • Review case records, evaluate staff performance, and recommend hiring, disciplinary action, transfer, promotion, and termination within applicable rules and policies.
  • Develop performance standards and prepare corrective action plans.
  • Represent eligibility staff needs to senior management.
  • Prepare and implement internal operating policies and procedures.
  • Interpret regulatory, policy, and program-information changes for staff.
  • Train new employees on agency policy, department procedures, and agency or government regulations.
  • Determine staffing needs and make recommendations to management.
  • Maintain records and prepare regular and special reports.
  • Participate in developing and implementing agency administrative policy.
  • Make decisions on controversial cases or present them for higher-level action.
  • Authorize emergency assistance for applicants and recipients.
  • Serve as a liaison to other agencies and groups and develop cooperative relationships with public and private entities.
  • Monitor program expenditures and meet with community groups to discuss programs and resources.
  • Serve as the agency contact for client inquiries and complaints and provide resolution and guidance.
  • Use VACMS for application registration, case association, and technical issues.
  • Coordinate appeals for SNAP, Medical Assistance, and TANF Emergency Assistance.
  • Ensure agency compliance with EBT, Civil Rights, and Voter Registration policies and procedures.
  • Act as the agency liaison with third-party application submitters and provide application assignment and caseworker information.
  • Complete and represent monthly Benefit Programs Division reports to the administrative and advisory board.
  • Complete SNAP application Track Reports by the 15th of each month and review cases that appear out of compliance.
  • Inventory and order office supplies for the Benefits division.
  • Order toner for agency copiers, request copier maintenance, and coordinate employee toner requests with IT.
Desired Qualifications
  • Considerable knowledge of Benefit Programs policies and guidelines, including SNAP, TANF, Medical Assistance, and Energy Assistance.
  • Current or recent experience as a Senior or Lead Eligibility Worker in a Virginia Local Department of Social Services setting.
  • Current or prior supervisory experience or work experience in a leadership role.
