Acquisition Analyst

Overview

Apogee has an exciting new opportunity for a Senior Acquisition Analyst located at MacDill AFB, FL, in support of Special Operations Forces Acquisition, Technology and Logistics (SOF AT&L), Program Executive Office for SOF Digital Applications (PEO-SDA). PEO-SDA’s vision is to provide USSOCOM a “one-stop shop” for SOF software-intensive digital applications—delivering point-of-need knowledge, innovation, and software support to ensure SOF remains the premier information dominance force anywhere, anytime.

PEO-SDA delivers operational software and digital platforms across multiple networks to automate complex SOF workflows and rapidly close capability gaps. By partnering with USSOCOM S&T and leveraging external investments and best practices, SDA matures and transitions emerging technologies into fielded capabilities while increasing SOF buying power. The organization operates in real-world exercises and experiments to ensure solutions work in complex operational environments, and it advances secure modern delivery through accredited DevSecOps infrastructure, rapid prototyping approaches, and scalable digital ecosystem, intelligence, and mission command applications. 

This is a full-time position located at MacDill AFB, FL

Responsibilities

• Execute the duties of the primary acquisition support for the PM of TAK and SOMPE within PEO SDA.• Develop acquisition program documentation to include SOW, PWS, SAMP, APB, ADM, CFDR, FDR, MFP, and FM deliverables spend plans, Congressional Briefs, inter-department and agency funding transfers, and develop funding strategies addressing emerging requirements and budget challenges. • Directly controls finances in SOCOM financial management systems to include the movement, tracking, reporting of several different lines of accounting coming from many external government organizations.• Collect and analyze metrics and requirements from supported organizations.• Keep program information current and organize data to submit to management for decision makingAnalyze effectiveness and efficiency of program; develop recommendations to improve program operations.• Interpret regulations and directives to determine impact on programs.• Monitor programs to ensure compliance with policies and procedures.• Manage program cost, schedule, performance, and risks in accordance to policies and procedures; formulate proposed mitigations as necessary.• Coordinate program information with personnel.• Coordinate Program messaging and request for information with multiple external sponsors and action officers.• Participate in requirements development process in support of Senior Managers and Government counterparts.• Administer and host virtual meeting with multiple external agencies and SOCOM elements using all the digital communication tools available to SOCOM.• Hosts large working groups, develops agenda, controls schedules, manages the introduction of speakers, the collection and dissemination of briefing materials.• Highly effective oral and written communication skills.• Knowledge of methods and techniques of fact-finding, analysis and resolution of complex contracting problems, and the ability to develop concrete action plans to solve problems.• Expert knowledge of the Defense Acquisition System as directed by DoD Instruction 5000.02, “Operation of the Defense Acquisition System” • Expert knowledge of the Defense Acquisition Framework process.• Knowledge of business practices and market conditions applicable to program and technical acquisition requirements.• Knowledge of price and cost analysis sufficient to review proposals, actual and estimated expenditures and established rates to determine price reasonableness or to determine a negotiation position. Ability to properly apply funding rules associated with the obligation of multiple types of appropriations.• Knowledge of contracting negotiation, administration and termination principles, policies, procedures and technical requirements applicable to the full range of contracting actions for a variety of contract types.

Qualifications

Minimum Experience:

Citizenship: Must be a US citizen Clearance: Must possess and maintain a Top Secret (TS) clearance with SCI eligibility.Certifications: DAWIA Practitioner Equivalency (DAWIA Level II equivalent) in the Program Management career field, or the ability to obtain within 6 months of hire

Education: Bachelor’s degree in business administration, or a related discipline

Years of Experience: Minimum 10 years of acquisition experience, including:

• Working knowledge of DoD acquisition program management and USSOCOM acquisition policies, processes, and procedures. • Knowledge of SOF and TSOC operations and mission sets that generate critical requirements
