Requirements
  • Experience with Department of Defense financial processes.
  • Experience using Navy Enterprise Resource Planning (Navy ERP), Computer Optimized Batch Reconciliation Application (COBRA), Program Budget Information System (PBIS), and Enterprise Data Warehouse (EDW).
  • Skill utilizing Microsoft Office tools, specifically Excel pivot tables.
  • Experience with OMN funding and civilian personnel (CIVPERS) processes.
  • Possess a Secret clearance with the ability to obtain a government-issued Common Access Card (CAC).
  • Must be a U.S. Citizen.
  • Ability to perform repetitive motions with the hands, wrists, and fingers.
  • Ability to engage in and follow audible communications in emergency situations.
  • Ability to sit for prolonged periods at a desk and work on a computer.
Responsibilities
  • Assist in collecting, analyzing, and consolidating Program Objective Memorandum (POM) program briefs into a POM briefing notebook; perform cross-program analysis and extract POM issues from program briefings.
  • For each budget cycle, assist in identifying all SEA 04 funding lines and display them in a SEA 04 Financial Summary document by appropriation, organization, and Program Office code.
  • Capture, validate, and submit all information technology requirements throughout the Future Years Defense Program (FYDP) for each budget cycle, with appropriate technical oversight from SEA 04 officials.
  • Conduct detailed reviews to ensure all financial aspects of the information technology budget are understood and accurate before signing the SEA 04 Statement of Compliance.
  • Support monthly Chief Financial Officer (CFO) meetings with the SEA 04 Business Financial Manager community by discussing current news and financial information and identifying issues affecting the community.
  • Support the CFO as liaison between SEA 04 program offices and the NAVSEA Enterprise Planning System (NEPS) project office.
  • Analyze the financial execution of SEA 04 programs and develop materials for regular CFO finance meetings with leadership.
  • Maintain the status of known execution-year unfunded requirements and shortfalls in the SEA 04 Unfunded Requirements Tracker; meet with program offices, respond to leadership questions, and work with stakeholders to identify and secure available funds.
  • Support management of the annual SEA 04 Cost of Doing Business (COB) execution, track execution status throughout the fiscal year, and maintain the COB budget spreadsheet.
  • Support management of the SEA 04 Government Purchase Card program; develop the monthly reconciliation report and review transactions for compliance with applicable NAVSEA instructions, policies, and operating procedures.
  • Collect financial information and prepare briefing slides and presentation materials for the financial management portion of the Corporate Execution Review.
  • Support the liaison between SEA 04 and the Enterprise Data Warehouse project office, participate in user meetings, generate meeting notes, and assist SEA 04 personnel with troubleshooting EDW issues.
