Requirements
  • A Master's degree in any field.
  • At least ten years of professional experience.
  • At least three years of experience managing cross-functional teams supporting homeland security operations for the Department of Homeland Security, a DHS Component, or an organization of similar size and complexity to accelerate innovative commercial technology initiatives.
  • Demonstrated experience managing technology innovation programs and the full range of program, field, technical, integration, reporting, logistics, workforce, and stakeholder activities described in the posting.
  • A CBP Tier 4 or Tier 5 background investigation and suitability determination.
  • Employees requiring access to CBP facilities, sensitive information, or information technology resources must have a favorably adjudicated Tier 4 or Tier 5 background investigation before commencing work on the contract.
Responsibilities
  • Lead multiple innovative projects or efforts across multifunctional teams within CBP or an organization of comparable size and complexity, driving successful adoption and integration of new technologies.
  • Manage a portfolio of technology innovation initiatives involving identification, evaluation, demonstration, deployment, integration, and transition of commercial and emerging capabilities.
  • Oversee field engagement, systems development, systems engineering and integration analysis, operational planning, assessment reporting, demonstration planning, analytics, operator training, lifecycle logistics, and asset tracking.
  • Recruit, onboard, organize, scale, reallocate, and surge a diverse pool of qualified personnel with appropriate CBP background investigation approvals or clearances.
  • Serve as the liaison between government leadership and the contractor team; supervise personnel and align work performance with government requirements.
  • Track team performance against government benchmarks and identify and address efficiency, effectiveness, quality, schedule, and capacity issues.
  • Develop and track travel estimates, budget expenditures, and travel reports.
  • Establish and maintain processes, portfolio tracking, standardized documentation, process improvements, and strategic frameworks.
  • Prepare technical, programmatic, after-action, and executive-level reports, documents, briefings, and operator-training materials.
  • Develop analytical models and methodologies supporting decisions, policy formulation, operational planning, and technology deployment.
  • Develop logistical frameworks for program evaluation and implementation.
  • Support Freedom of Information Act activities by managing requests and preparing documents for leadership review and approval.
Desired Qualifications
  • Active or recent CBP Tier 4 or Tier 5 background investigation and suitability.
  • Project Management Professional certification.
  • Direct experience supporting CBP technology innovation, field operations, or commercial technology transition.
