Requirements
  • Master’s Degree in Engineering Discipline
  • 5 years’ experience in environmental project management
  • 8 years of experience in nuclear operations and project management
  • Extensive project management experience
  • Knowledge of federal and state regulatory requirements
  • Demonstrated experience completing preparations, execution, and closeout of the readiness determination process required by DOE Order 413.3B
  • Knowledge and expertise in project reviews, technical evaluations, and assessments
  • U.S. Citizenship
  • Consecutive employment in a position with comparable responsibilities within the past five years
  • Must be able to use a computer to communicate via email
  • Proficient in Microsoft Office Products (Word/Excel/PowerPoint) and related tools and technology
  • Travel as coordinated with the technical point of contact and approved in writing by the Contracting Officer in advance, in accordance with Federal Travel Regulations
Responsibilities
  • Strategic development and implementation of a DOE-RL review and approval process of the Critical Decision packages for the Sludge Treatment Project, Management of the Cesium & Strontium Capsules Project, and for the Plutonium Finishing Plant Closure Project, including development and implementation of strategic closure planning and execution documentation.
  • Assess and evaluate the appropriateness of project documentation for STP, MCSCP and PFP, including review of the contractor’s Plans, Strategies and Compliance documentation. Plans include Characterization & Sample Analysis, Project Execution, Acquisition, Quality Assurance, Safety Basis, Technology Maturation, and Project Readiness for key events and formal reviews. Documentation of Strategies include meeting Waste Acceptance Requirements, Hazard Analysis, Accident Analysis Safety Basis Step-out Criteria, and demolition techniques & requirements. Compliance documentation includes environmental documents such as NEPA, CERCLA, TSCA, RCRA, Safeguards and Security.
  • Provide executive level management support for STP, MCSCP and PFP activities through tailoring of project management requirements, evaluation and analysis of current methods, technologies and development of alternative work strategies; travel may be required to other DOE sites to gather information and data.
  • Perform technical reviews and provide overall project management support for STP, PFP and MCSCP projects and for the Cesium and Strontium Capsules Project.
  • Perform technical evaluations of contractor proposals.
  • Develop and/or support the update of STP, PFP, and MCSCP documentation including Project Execution Plans, Risk Management Plans, STP, MCSCP, PFP specific Safety Documents, Oversight Plans, Critical Decision Packages, Value Engineering/Alternatives Analysis.
  • Assist with development of plans, schedules, work strategies and documentation for activities related to the path forward for STP, MCSCP and PFP decommissioning and dismantlement.
  • Assist with generating government cost estimates reflecting the STP, MCSCP and PFP path forward work strategies.
  • Assist with technical reviews of contractor proposals for execution of STP, MCSCP and PFP decommissioning and dismantlement activities; assist with coordination of resources and direct support in technical reviews.
  • Assist with reviews of Technical Consultant Personnel Performance Measurement Baseline submittal reflecting execution of STP, MCSCP and PFP project activities.
  • Monitor contractor performance; support Integrated Product Teams in preparing for project technical reviews and oversight plans; evaluate and identify risks associated with the STP, MCSCP and PFP decommissioning and dismantlement work scope; evaluate contractor schedules; report adverse trends.
