Requirements
  • A bachelor's degree in an engineering discipline such as structural, civil, mechanical, or naval architecture, or 5–10 years of experience in the marine and/or marine oil and gas industry or production activities with estimating and/or scheduling experience.
  • A minimum of 3 years as a supervisor in an offshore oil and gas project or production environment.
  • The ability to schedule projects.

Responsibilities
  • Manage the Planning and Estimating Group.
  • Recruit, train, and develop Estimators, Planner/Schedulers, and Production Controllers, including setting individual performance goals and providing performance feedback in accordance with human resources policies and procedures.
  • Assign Estimating staff to provide effective coverage for all request-for-quotation, invitation-to-tender, and change-order activity.
  • Assign Planner/Scheduler and Production Control staff to active projects as authorized and requested by Project Management.
  • Maintain projections of Planning and Estimating staff resource requirements and assist Human Resources with timely staffing actions.
  • Own the bid development process with the Manager of Contracts, ensuring broad cross-functional input on bid and execution strategy and the basis for cost and sell-price estimates.
  • Coordinate preliminary, in-process, and final bid-review teams for bid strategy and pricing.
  • Coordinate site surveys for estimating purposes using Estimating and Production staff and lead debriefing meetings according to bid-development processes.
  • Conduct lessons-learned reviews on major bid proposals and lost bids, and maintain the lessons-learned and action-item log for bid activity.
  • Provide timely and accurate customer relationship management updates to the Contracts Manager.
  • Complete bid estimates using actual cost history from similar projects and a scaling factor.
  • Maintain standard rate sheets for dry docking, rig repair trades, fabrication, general services, production, and marine services.
  • Ensure the Planner/Scheduler develops timely and effective schedules in customer or company formats using Microsoft Project or Primavera, including baselines, current-progress tracking, and variance reporting.
  • Ensure Production Control prepares work packages based on estimated and contracted scope, baseline and revised schedules, and project-accounting cost allocations.
  • Ensure Production Control provides work packages in a relevant format for supervision, with task descriptions appropriate for managing production items.
  • Perform other duties and services necessary to deliver successful projects and satisfy clients.
  • Maintain excellent attendance and punctuality.
