Requirements
  • A bachelor's degree in Business, Communications, English, or a related field.
  • Seven to ten years of proposal management experience with demonstrated, end-to-end ownership of full proposal cycles across multiple verticals and service lines.
  • Direct experience managing federal proposals, including Federal Acquisition Regulation-based solicitations, multi-volume submissions, evaluation criteria, and federal submission platforms.
  • Experience with state and local government, K–12, and higher education procurement.
  • Ability to define proposal approaches and win themes by applying federal evaluation knowledge to existing content and capabilities without requiring subject matter expertise in the client's industry.
  • Working knowledge of proposal pricing structures, margin considerations, and competitive positioning.
  • Experience coordinating teaming partners and managing their contributions through submission.
  • Proficiency in Microsoft Office Suite, including advanced Word formatting for proposal production.
Responsibilities
  • Manage the full proposal lifecycle for each assigned pursuit, primarily federal and state and local government proposals and potentially healthcare and commercial proposals, from request for proposal receipt through submission and post-award debrief.
  • Analyze requests for proposals to identify all requirements, evaluation criteria, and compliance obligations.
  • Develop the proposal schedule, compliance matrix, and annotated outline; manage section assignments at kickoff; and hold internal staff, subject matter experts, teaming partners, and corporate resources to established deadlines.
  • Lead kickoff meetings, mid-proposal check-ins, and Pink, Red, and Gold color-team reviews; integrate reviewer feedback and required forms and documents before final submission.
  • Review proposal content throughout the timeline to verify compliance, responsiveness, and alignment with the defined approach; identify and resolve gaps before final review.
  • Prepare submission-ready Word and PDF documents, assemble files, submit through applicable platforms such as SAM.gov, eBuy, state procurement portals, and NASPO ValuePoint, and confirm receipt.
  • Manage multiple concurrent proposals at different stages of development while maintaining quality and compliance.
  • Participate in post-submission debriefs and apply lessons learned to future pursuits.
  • Provide go/no-bid analyses, including assessments of win probability, resource requirements, and strategic fit.
  • Manage multi-volume federal and commercial submissions covering technical, management, past performance, and price or cost volumes, ensuring each volume is complete, compliant, and internally consistent.
  • Define proposal approaches and win themes for each pursuit by applying federal evaluation standards, procurement expectations, and prior proposal outcomes to available content, past performance, and service capabilities.
  • Develop solutions for complex federal staff augmentation requirements, including staffing plans, labor category definitions, and qualification narratives.
  • Translate proposal strategy into clear section-level direction and content guidance for proposal writers.
  • Recommend pricing approaches based on the client, competitive landscape, and prior award data; use margin calculators and pricing tools to develop and validate rates and structures with operations, finance, and business development.
  • Coordinate with teaming partners on joint submissions, including managing partner contributions, reviewing partner content for compliance, and aligning on pricing and staffing.
