Requirements
  • Bachelor's degree in relevant field of study (English, communications, marketing, business, engineering)
  • 8+ years of relevant experience in federal proposal writing and managing personnel throughout comprehensive federal proposal responses
  • Experience with leading and coordinating diverse teams at multiple organizational levels
  • Experience working in disaggregated environments, able to influence senior leaders and engage employees that are not in a direct reporting structure
  • Have a thorough understanding of the DoD contract life cycle and DoD acquisition process
  • Experience with Microsoft Office, including Word, PowerPoint, Excel, and SharePoint, and Adobe Acrobat
  • Knowledge of industry proposal practices, including Shipley Best Practices
Responsibilities
  • Balance multiple priorities at once to support the full cycle of proposal development - from requirement analysis to final production
  • Develop and manage proposal schedule, responsible for pursuit library set-up, compliance matrix, adherence to process
  • Assemble proposal teams of Subject Matter Experts (SME) resources and orchestrate internal and external resources
  • Develop Proposal Strategy, ensuring that Capture and Pursuit strategy migrates into Win themes and proposal storyboards
  • Lead proposal content development for highly strategic or large, multi-volume proposals, including technical and non-technical sections
  • Write and/or provide expert oversight to all aspects of proposals including cover letters, executive summaries, resumes, biographies, project descriptions, and project approach
  • Coordinate team schedules and supporting information systems management
  • Coordinate the production of visually appealing materials, graphics, tables, and charts to incorporate into proposals, presentations, and other client-facing documentation
  • Document Lessons Learned and execute actions to produce process improvement and attain higher success rates
  • Train/develop proposal staff
  • Develop a library of proposal resources for ease of use in the proposal process (ie., letters, formats, templates)
  • Occasionally, support business development and marketing efforts as needed
Desired Qualifications
  • APMP, PMP, and/or other industry relevant certifications
  • Experience with delivering project solutions to federal clients and OTA acquisitions
  • Demonstrated success in creating/shaping, and qualifying new opportunities
  • Experience maintaining opportunity information in a CRM tool
