Requirements
  • A bachelor's degree in social sciences, health, science, or a program evaluation field is required.
  • Ten years of relevant professional experience is required.
  • Two years of project management experience is required.
  • Technical experience with qualitative and quantitative software packages is required.
  • Project and people management skills in budgeting, resourcing, planning, tasking, and risk management are required.
  • The ability to communicate results simply and effectively is required.
  • The ability to develop strong relationships with clients, stakeholders, and external vendors is required.
  • Experience with large data sets, quantitative methods, and multivariate statistical analysis is required.
  • Intermediate experience with Microsoft Office productivity software and collaboration tools such as Microsoft Teams and SharePoint is required.
  • Previous experience working with or directly supporting federal agencies is required.
Responsibilities
  • Oversee the execution of evaluation projects by coordinating internal teams and external consultants and providing technical guidance on research design and analytical methods.
  • Facilitate communication within project teams and with external stakeholders by providing regular project updates and ensuring all parties remain informed and engaged throughout studies.
  • Develop and manage detailed project plans, monitoring progress and adjusting scope, schedules, and resources as needed to complete evaluations on time and within budget.
  • Ensure the technical accuracy and integrity of project deliverables by enforcing quality control processes across data collection, analysis, and reporting activities.
  • Guide and participate in data collection and analysis efforts, using appropriate statistical methods to interpret data and generate insights that inform conclusions and recommendations.
  • Manage project budgets by allocating resources efficiently and monitoring expenditures.
  • Ensure evaluation activities adhere to relevant regulations, ethical standards, contractual requirements, and company policies.
  • Oversee documentation of project plans, methodologies, and results, ensuring reports and technical sections, including proposal contributions, are clear, accurate, and timely.
  • Implement process improvements to enhance team efficiency and project outcomes and adapt to changing project needs.
  • Supervise team members by handling assignments, timekeeping, problem-solving, quality, performance management, and training.
  • Perform other job-related duties as assigned.
Desired Qualifications
  • A master's or doctoral degree, which can substitute for years of experience.
  • Project Management Professional certification.
  • Experience with bibliometrics or portfolio analysis.
  • Experience with survey design.
  • Previous supervisory experience.
  • Experience preparing Office of Management and Budget and Institutional Review Board clearance packages.
  • Intermediate experience with artificial intelligence tools, including their limitations, risks, and applications to project management tasks.
