Requirements
  • Active Full Secret Clearance
  • 1+ years of experience with strong analytical support such as analyzing and documenting data, conducting extensive research, and integrating business solutions.
  • Baseline understanding of the Foreign Military Sales financial operations, e.g., Letter of Offer and Acceptance (LoA), Obligation Authority, Contract Authority, Expenditure Authority, Case Closure, etc.
  • Experience with drafting and executing funding documents, e.g., Target Load Sheets (TLSs), Military Interdepartmental Purchase Request (MIPR), Air Force Form 9 Purchase Request, Miscellaneous Obligation Reimbursement Documents (MORDs), Travel Orders, etc.
  • Experience with supporting financial execution (Commitments, Obligations, Expenditures), funds tracking, data visualization, 8242 FMS Case analysis, and audit activities such as reconciliation of unobligated and unliquidated funds.
  • Experience with drafting and executing line of accounting information.
  • Familiarity with the FMS Resource Allocation (FRA) process.
  • Knowledge and use of the following systems: Comprehensive Cost and Requirements System (CCARS), Commanders’ Resource Integration System (CRIS), Case Management Control System (CMCS), Defense Security Assistance Management System (DSAMS), Security Cooperation Information Portal (SCIP), ADVANA, Automated Funds Management (AFM), Shared Data Warehouse (SDW), Wide Area Workflow (WAWF), Electronic Document Access (EDA), General Accounting and Finance System (GAFS)(or BQ), DFAS Transaction Interface Module (DTIM), Navy ERP, Procurement Integrated Enterprise Environment (PIEE) suite, and G-Invoicing.
  • Foreign Military Sales (FMS) experience
Responsibilities
  • Deliver financial management assistance covering a range of activities and cradle to grave budget execution.
  • Oversee all facets of the Planning, Programming, Budgeting, and Execution (PPBE) process for all F-35 JPO US Military Service Customers, Security Cooperation Partners (SCP) and Foreign Military Sales (FMS) Customers.
