  • A bachelor's degree or equivalent combination of training and experience is required.
  • At least two years of work experience are required.
  • Ability to use a computer proficiently, especially Microsoft Office products.
  • Ability to pass a criminal background check.
  • English language proficiency is required.
Responsibilities
  • Guide participants in using WorkSource services and assess their needs for career or training-plan development.
  • Coach participants in creating career plans aligned with their goals, needs, skills, and the current labor market.
  • Provide technical assistance with the WorkSource registration and fund-enrollment processes.
  • Review and verify participant readiness for training opportunities, assist with Individual Training Account scholarship processing, and review scholarship applications.
  • Facilitate support services that help participants overcome barriers to WorkSource services and employment.
  • Connect individuals with Portland Metro community resources, professional skill-development and training opportunities, and wraparound services.
  • Refer participants to Aligned Partner Network organizations, Workforce Innovation and Opportunity Act-funded Youth Workforce System providers, and other WorkSource programs as appropriate.
  • Support customers throughout training with regular check-ins and create support plans when obstacles arise.
  • Follow up on training outcomes for customers awarded scholarships and collect required accreditation documents, including certificates and diplomas.
  • Assist customers with employment by developing work-readiness and job-search skills, resumes, and interviewing skills; sharing job leads; and facilitating employer networking when appropriate.
  • Follow up with enrolled participants to capture employment information and reconnect them with WorkSource Centers when additional services are needed.
  • Attract additional customers, increase engagement, and facilitate access for hard-to-reach populations.
  • Develop and maintain collaborative working relationships with staff, client services, WorkSource Portland Metro programs, and funding agencies.
  • Participate in weekly training scholarship meetings.
  • Gather, compile, and maintain current labor-market data to advise clients about current labor-market conditions and projected employment opportunities.
  • Conduct customer workshops according to monthly schedules and collect feedback for each workshop.
  • Coordinate with and participate in regular meetings with the WorkSource N/NE team and Worksystems.
  • Maintain case files accurately and professionally, and write detailed case notes and outcome reports.
  • Document service and performance data in the I-Trac database.
  • Track program and grant statistics and summarize them in reports.
  • Verify customer eligibility for the Supplemental Nutrition Assistance Program Employment and Training program monthly.
  • Gather and report participant success stories.
  • Assist with Layoff Transition Assistance Services and travel throughout the Portland Metro area for Layoff Transition Assistance sessions as needed.
  • Attend required program training and maintain current knowledge of program policies and procedures.
  • Deliver WorkSource services at the Express Center when needed, including one-on-one services, Workforce Innovation and Opportunity Act documentation, resource-room assistance, and recommendations for additional WorkSource services and programs.
  • Participate in scheduled joint program meetings with partners and program orientations.
  • Meet multiple, including conflicting, deadlines; maintain confidentiality; and work flexible hours to meet client availability.
  • Engage in required professional development and assigned training activities.
Desired Qualifications
  • Experience in the WorkSource System or workforce development.
  • Record keeping and case management system skills.
  • Experience conducting training and workshops.
  • Knowledge of vocational counseling and career coaching for individuals with barriers to employment.
  • Proficiency in facilitating scholarship processing.
  • Knowledge of the local job market and private-employer concerns.
  • Bilingual language ability.
