Job Description:

Join the Oregon Department of Land Conservation and Development (DLCD) as a Data Engineer, Information Systems Specialist 7, in our Data Management and Production Services (DMAPS) department.  This position will play a critical role in managing and optimizing data systems, with a strong focus on GIS operations.  You will design and maintain data pipelines, ensure data integrity, and collaborate with staff to enhance overall system performance.  This position requires expertise in database management, automation, and integration to support spatial and non-spatial data needs across the agency.

A day in the life. As the new Data Engineer you will:

• Design and maintain data pipelines to ensure efficient data integration and transformation across systems.
• Develop and optimize databases and data warehouses to support analytics, reporting, and business intelligence.
• Implement data governance and security best practices to protect sensitive information and ensure compliance with agency standards.
• Collaborate with staff and other interested parties to understand data needs and improve system functionality.
• Automate data workflows and ETL processes to enhance efficiency and reliability.
• Document data architecture, processes, and policies to ensure transparency and maintainability.
• Work closely with GIS staff to configure and optimize ArcGIS Online, ArcGIS Enterprise and ArcGIS Server environments, ensuring efficient data workflows, system performance, and integration with other enterprise data sources.
• Design and maintain data schemas, metadata, and performance tuning for large-scale datasets to support analytics and mapping applications.

Minimum Qualifications

Five (5) years of professional experience in: Data engineering, database management, ETL processes, data integration, and data governance

OR

An Associate’s degree or higher in Computer Science, Data Science, Information Technology, Geographic Information Systems, or related field, OR completion of a two (2) year accredited vocational training program in data engineering or a related field; AND four (4) years of professional experience in: Data engineering, database management, ETL processes, data integration, and data governance.

OR

A Bachelor’s degree in Computer Science, Data Science, Information Technology, Geographic Information Systems, or related field; AND two (2) years of professional experience in: Data engineering, database management, ETL processes, data integration, and data governance.

OR

A Master’s degree in Computer Science, Data Science, Information Technology, Geographic Information Systems, or related field; AND two (1) years of professional experience in: Data engineering, database management, ETL processes, data integration, and data governance.

We’re Also Looking for:

• Experience with SQL and database management.
• Proficiency in data pipeline development, automation, and ETL processes.
• Experience working with APIs and data integration between systems.
• Familiarity with ArcGIS Enterprise, ArcGIS Server, ArcGIS Online, and spatial databases.
• Strong programming skills in Python, R, or other relevant languages.
• Experience with data governance, metadata management, and data security best practices.
• Strong technical documentation and reporting skills.
• Experience presenting data and GIS concepts to technical and non-technical audiences.

• The salary listed is the non-PERS qualifying salary range. If the successful candidate is a PERS participating member, they will have the base salary increased by 6.95% and pay the 6% employee contribution to PERS.  Successful candidates who are not yet a PERS participating member, will receive the 6.95% pay increase and begin the 6% employee contribution upon participating in PERS. DLCD employees are eligible for step increases on an annual basis, up to the top of the classification salary range.
