Our services operate within highly regulated funding environments and require strict adherence to service authorizations, documentation standards, billing requirements, and program regulations. RISE Services emphasizes professionalism, accountability, collaboration, measurable outcomes, and high-quality service delivery.

Our corporate office is located in Fredericksburg, Virginia. Because our Delaware operations are managed from outside the state, we are seeking a highly motivated, independent professional who can take ownership of our Delaware services and serve as the organization’s primary in-state program leader.

Position Summary

The Employment Program Manager is a hands-on, working supervisor responsible for overseeing and growing RISE Services’ employment programs throughout Delaware. This is a unique opportunity for a true self-starter who wants to build, strengthen, and take ownership of a developing program.

The Employment Program Manager will maintain a caseload, provide direct employment services, supervise Delaware Employment Specialists, represent RISE Services at client and community meetings, develop referral relationships, and help expand the number of individuals served.

Approximately 75% of the employee’s weekly work hours must consist of direct, billable services, with approximately 25% dedicated to supervision, documentation review, referral development, meetings, program coordination, and other administrative responsibilities.

This position will begin as part-time. As the Delaware caseload and referral network grow, our goal is to transition the position into a full-time leadership role. The successful candidate will play a direct role in making that growth possible.

This is not a remote position. The Employment Program Manager must work from the Delaware office and regularly travel to client homes, workplaces, employer locations, meetings, and other community settings.

Essential Duties and Responsibilities

Direct Service Delivery

• Maintain an active caseload and ensure approximately 75% of weekly work hours are billable.
• Provide direct, in-person supported employment and vocational services in accordance with applicable program requirements.
• Assist individuals with career exploration, job development, job placement, job coaching, workplace integration, and employment retention.
• Meet with clients in the office, at their homes when appropriate, at workplaces, and in other community settings.
• Attend meetings involving clients, families, employers, referral partners, and funding agencies.
• Develop relationships with employers and identify competitive, integrated employment opportunities.
• Provide backup client coverage during staff shortages, call-outs, vacancies, or other service gaps.
• Ensure authorized services are provided consistently and within required timeframes.

Delaware Program Leadership

• Take primary ownership of the day-to-day operation and continued development of RISE Services’ Delaware programs.
• Serve as the primary in-state point of contact for clients, staff, employers, referral sources, and community partners.
• Monitor the needs of the Delaware service area and recommend strategies for program growth.
• Identify service gaps, operational concerns, and barriers to successful employment outcomes.
• Work independently while maintaining consistent communication with the corporate leadership team in Fredericksburg, Virginia.
• Help develop the Delaware program from a part-time operation into a sustainable, full-time service model.

Staff Supervision and Accountability

• Provide day-to-day supervision, direction, and support to Employment Specialists working in Delaware.
• Conduct regular staff check-ins and provide coaching and performance feedback.
• Assign and balance caseloads based on client needs, staff availability, geography, service authorizations, and required outcomes.
• Monitor staff productivity and ensure authorized hours are appropriately utilized.
• Support the onboarding and training of new Employment Specialists.
• Reinforce expectations related to service quality, documentation, productivity, professional conduct, and communication.
• Address performance concerns promptly and escalate significant issues to corporate leadership.
• Participate in performance evaluations, corrective actions, and performance improvement planning as needed.
• Ensure adequate coverage for all clients receiving services in Delaware.

Referral and Program Development

• Build and maintain relationships with referral sources, employers, community organizations, schools, families, and other stakeholders.
• Attend referral, networking, provider, and community meetings on behalf of RISE Services.
• Respond promptly to new referrals and help coordinate client intake and service initiation.
• Conduct outreach to increase awareness of RISE Services and the employment services available in Delaware.
• Identify opportunities to serve additional clients and expand services into underserved areas.
• Follow up consistently with referral partners and prospective clients.
• Support organizational efforts to increase referrals, billable service delivery, job placements, and employment retention outcomes.

Documentation and Compliance

• Complete accurate, timely, and detailed documentation for all services provided.
• Ensure progress notes and employment-related documentation correspond with the services delivered and applicable authorizations.
• Review staff documentation for accuracy, quality, timeliness, compliance, and audit readiness.
• Monitor service authorizations, deadlines, required reports, and client documentation.
• Respond promptly to requested documentation corrections or compliance findings.
• Protect the organization from billing losses caused by missed services, late documentation, insufficient documentation, or other service-delivery errors.
• Maintain confidentiality and comply with all organizational, funding-source, state, and federal requirements.

Quality Assurance and Employment Outcomes

• Monitor client progress, job placements, employment stability, retention, and satisfaction.
• Review program data to identify trends, service gaps, and opportunities for improvement.
• Participate in audits, internal reviews, quality improvement activities, and corrective action planning.
• Implement strategies to address recurring documentation, productivity, staffing, or service-quality concerns.
• Model best practices in person-centered service delivery, employer engagement, and professional documentation.

Collaboration and Communication

• Maintain regular communication with RISE Services’ corporate leadership team.
• Coordinate with program and operations leadership regarding staffing, referrals, service coverage, productivity, compliance, and program needs.
• Communicate professionally and effectively with clients, families, employers, staff, referral partners, and community stakeholders.
• Represent RISE Services professionally at meetings, events, job sites, and throughout the community.
• Provide timely updates regarding significant client, staffing, compliance, or operational concerns.

Other Duties

• Perform other duties as assigned to support client needs, program operations, and organizational priorities.

The direct-service, supervision, employer-engagement, meeting, and community-oversight responsibilities of this position are essential functions that require regular in-person presence. These responsibilities cannot routinely be performed remotely.

Qualifications

Required

Applicants must meet one of the following qualification pathways:

• Bachelor’s degree in human services, social work, counseling, rehabilitation, psychology, education, or a related field, with at least three years of experience in supported employment, vocational rehabilitation, disability services, or a related program;

OR

• High school diploma or equivalent, with at least five years of experience in supported employment, vocational rehabilitation, disability services, or a related program.

Additional Requirements

• Previous supervisory, team-lead, or staff-mentoring experience is strongly preferred.
• Knowledge of supported employment, job development, job coaching, and employment-retention practices.
• Demonstrated ability to supervise staff and hold team members accountable.
• Ability to develop referral relationships and represent the organization at community meetings.
• Strong understanding of service documentation, compliance, authorizations, and billable service requirements.
• Excellent written and verbal communication skills.
• Strong organizational, time-management, and problem-solving abilities.
• Ability to manage competing priorities and meet required deadlines.
• Ability to work independently while maintaining reliable communication with off-site leadership.
• Proficiency with Microsoft Word, Excel, email, and web-based documentation or case-management systems.
• Valid driver’s license, reliable personal vehicle, and required automobile insurance.
• Ability and willingness to travel throughout Delaware.
• Ability and willingness to transport clients when required. Mileage reimbursement is provided in accordance with company policy.
• Ability to successfully complete all required background checks, screenings, and training.

Physical Requirements

This position requires frequent travel to client homes, workplaces, employer locations, meetings, and other community settings. The role may involve standing, walking, sitting, reaching, grasping, talking, hearing, seeing, repetitive motions, and prolonged computer use for documentation.

The work is generally sedentary to light physical in nature, with occasional exertion of up to 25 pounds. Working conditions will vary between the Delaware office, community locations, employer sites, client settings, and administrative environments.
