Requirements
  • Active SECRET security clearance, with ability to obtain Top Secret if required
  • Minimum 8+ years in IT Program/Project Management; experience within DoD, Army, or Defense programs preferred
  • Bachelor’s degree in Computer Science, Information Systems, Engineering, or related discipline; Master’s degree preferred
  • Project Management Professional (PMP) or DAWIA Program Management Level II/III
  • ITIL Foundation (preferred)
  • DoD 8140/8570 cybersecurity certifications (CISSP, Security+ etc.)
  • Proven experience in leading agile software teams, implementing DevOps/DevSecOps practices, CI/CD pipeline management, and cloud migration strategies
  • In-depth understanding of Army/DoD cybersecurity, risk management (RMF), data analytics, database administration, automation (APIs, scripting), and enterprise architecture
  • Exceptional written and verbal communication skills to coordinate meetings, briefings, deliverables, and knowledge transfer
  • Ability to manage large, multi-disciplinary technical teams, drive continuous process improvement, introduce innovation, and remain flexible in a rapidly changing environment
  • Ensure program compliance with FAR, DFARS, Army policies, Section 508, and other Federal regulations
Responsibilities
  • Serve as Lead System Integrator, enforcing best practices, minimizing duplication, and optimizing enterprise efficiency
  • Manage agile teams engaged in software development, sustainment, database management, application integration, and customer support following agile methodologies (Scrum, Kanban, DevOps/DevSecOps)
  • Collaborate closely with Government project managers, stakeholders, and trading partners to deliver near real-time Army logistics information products
  • Oversee migration to low code/no code platforms (target environment: Army Vantage) with flexibility and adaptability to evolving mission requirements
  • Ensure all deliverables meet Section 508 accessibility standards and Army cybersecurity compliance, including implementation of Security Technical Implementation Guides (STIGs) and relevant cybersecurity certifications
  • Maintain compliance with all performance, reporting, and documentation requirements (CDRLs)
  • Manage and track progress, costs, labor hours, and resource utilization; provide monthly cost and progress reports
  • Coordinate phase-in and phase-out transitions, ensuring smooth knowledge transfer, documentation, and support continuity
  • Provide tier 1 service desk management during core hours (0800-1630hrs), as well as property accountability for Government Furnished Equipment (GFE)
  • Ensure all personnel maintain required security clearances and complete Government-mandated training (AT Level I, OPSEC, CIAR, Cybersecurity)

  • Familiarity with Army Vantage, Army Data Platform, LDAC products, AESIP Hub, G-Army automated property systems, and Army-approved IT infrastructure

  • Exceptional stakeholder management and customer service orientation
