Capital Bikeshare and Shared Micromobility Program Manager

The Department of Environmental Services (DES ) Arlington County Commuter Services (ACCS)  is seeking a Capital Bikeshare (CaBi) and Shared Micromobility Devices (SMD) Program Manager to manage CaBi and SMD programs and their contractors including the oversight of day-to-day operations with support from the contractors. This position reports directly to the ACCS Bureau Chief and works closely with the Transportation Planning & Capital Projects Management (TPCPM), Transportation, Engineering and Operations (TE&O), other DOT Bureaus, and DES leaders and professionals.

ACCS manages the operations and capital investments for Arlington County’s CaBi and SMD programs. ACCS is also responsible for promoting the use of the County’s transportation services to reduce congestion and improve mobility for residents, employees, and visitors. This position’s responsibilities are primarily managing the County’s CaBi and SMD Programs, including overseeing contractors that help with the day-to-day operations of each program, managing the contract for CaBi with the other major jurisdictions and managing the SMD vendors. 

Minimum: 

• Graduation from an accredited college or university with a Bachelor's degree in Urban Planning, Transportation Planning, Public Administration, Architecture, or related field; plus

• Three years progressively responsible professional experience in Transportation Planning, Urban Planning, land use program administration, community development, or directly related program area.

Substitution:  Additional education may be substituted for some experience.
 
Desirable: Preference may be given to candidates with a Master's degree in Transportation Planning, Urban Planning, or related field, and experience in one or more of the following: 

• Managing bikeshare or dockless micromobility programs;

• Managing employees and contractors including organizing and managing the activities of an inter-disciplinary team; and/or

• Data analysis, the use of dashboards (such as Ride Report or Tableau) to monitor vendor performance and GIS.

SPECIAL REQUIREMENTS

The applicant must possess a valid Driver's License. If the applicant possesses a license, the applicant must obtain, or the applicant must provide a copy of the applicant's official driving record. 

A pre-employment criminal records check will be conducted. It may include checks of the following: criminal record, driving record, education, professional licensure, and credit history.

ADDITIONAL INFORMATION

Work hours:  8:00 a.m. to 5:00 p.m., Monday through Friday. Additionally, work hours may vary based on business needs and may include evening hours, as necessary. Some telework may be available contingent upon workload and supervisor approval.

Specific duties include: 

• Overseeing the operations and maintenance (O&M) and equipment contracts with the operator of CaBi;

• Ensuring compliance, conducting invoice reviews and submittals, coordinate procurements for equipment, and assist with contract execution and renewals;

• Leading the planning and approval for installation, expansion, replacement, and relocation of CaBi stations, in coordination with other relevant DOT Bureaus (TPCPM and TE&O);

• Developing annual O&M and equipment budgets and tracking spending and revenues for CaBi;

• Coordinating monthly meetings with the CaBi operator and with each SMD vendor and representing the County at CaBi regional coordination meetings;

• Collaborating with staff and contractors to draft the annual CaBi report and SMD report and the development of CaBi and SMD Transit Development Plan;

• Managing the corral program including overseeing the installation of new corrals, relocation of corrals, and temporarily removing corrals; 

• Directing the annual SMD permit application and determination process;

• Preparing and presenting program presentations to various advisory committees including the Transportation Commission, the Bicycle Advisory Committee, the Pedestrian Advisory Committee, and various resident and business organizations as needed.
