Requirements
  • A bachelor's degree or commensurate selection-criteria experience is required.
  • Proven extensive programming experience in a technical analyst or database administrator role, including multiple programming projects and technical programming skills.
  • Demonstrated experience setting goals and successfully implementing and achieving them, including improving business and technical processes.
  • Demonstrated experience effectively handling customers and providing excellent service.
  • Demonstrated experience working effectively within a team, including motivating coworkers in difficult situations.
  • The ability to work under multiple deadlines and minimal supervision, organizing and completing projects with little or no direction.
  • The ability to prepare written correspondence, reports, and forms using prescribed formats and conforming to punctuation, grammar, diction, and style requirements.
  • The ability to apply logical thinking to define problems, collect data, establish facts, and draw valid conclusions.
Responsibilities
  • Perform as the top-level technical expert in one or more highly specialized infrastructure areas and establish best practices for other team members.
  • Monitor software and hardware marketplace developments, identify potentially beneficial products, research and analyze them, and demonstrate their applicability in real-world applications.
  • Monitor emerging technology trends, investigate their use within the organization, and recommend adoption of appropriate technologies and methodologies.
  • Assist programmers in becoming productive with new tools and techniques through formal training, one-on-one mentoring, and problem-solving support.
  • Provide swat-team-style support to development projects by resolving highly complex technical problems and helping projects remain on schedule.
  • Develop standards and guidelines that influence implementation of new technologies across development staff.
  • Develop common, reusable code shared by developers throughout the organization.
  • Provide high-level technical and application problem analysis.
  • Conduct research, definition, design, development, testing, checkout, and debugging of new systems, technologies, and major system improvements, frequently directing projects from research through implementation.
  • Design elements of new systems and major modifications while considering time, cost, controls, and flexibility; ensure programming and Job Control Language are hardware-efficient; use programming tools effectively; and direct walkthroughs and program inspections.
  • Direct programming and technical project activities as an advisor or project leader, coordinating programmer teams and external business partners from project inception through completion.
  • Evaluate project feasibility and new software packages based on cost, required resources, systems compatibility, and related factors, and make recommendations.
  • Provide technical training and advice to programmers, database administrators, technical analysts, systems managers, department management, and operating-department personnel.
  • Comply with organizational policies and standards and perform other assigned duties.

  • Demonstrated adaptability when adjusting to multiple demands, shifting priorities, ambiguity, and rapid change.
  • Proven strong analytical skills, including identifying and quantifying problems, evaluating alternatives, and providing effective resolutions.
  • Excellent verbal and written communication skills for conveying information clearly, focused, and concisely to internal and external customers.
  • Working knowledge of word processing, spreadsheet, and database applications.
  • Proven skills in all aspects of a mainframe, communications, and relational database environment.
