Requirements
  • Knowledge of Oracle Hyperion budgeting system.
  • Knowledge of budgeting and financial forecasting techniques.
  • Knowledge of Microsoft Office, including Excel, Word, and PowerPoint, as well as macro development and pivot tables.
  • Good report writing and communication skills.
  • Ability to work both independently and as part of a group without direct hands-on supervision.
  • Initiative and ability to resolve issues without constant supervision.
  • Ability to interpret and present numerical data and willingness to learn and stay updated on Agency developments.
  • A Bachelor’s Degree in Arts/Sciences, preferably in finance, business, or business administration.
  • At least six years of progressive financial experience, preferably in budgeting, with major government or corporate entities.
Responsibilities
  • Analyze and evaluate comprehensive Agency budget and financial plan proposals for inclusion in Board submissions, and meet with Agency budget staff to resolve issues.
  • Produce written reports analyzing and explaining monthly variances in Agency operating results for revenues and expenses.
  • Review Agency budgetary narratives and analyses supporting financial plans and budget updates, ensuring that budgets and projections are clear, accurate, and consistent.
  • Assist in establishing budget targets based on strategic initiatives, expense savings, and available resources.
  • Assess each Agency’s ability to adjust to alternative funding levels while achieving MTA and Agency goals.
  • Perform reviews of actual financial and operating results against prior-year budgets or forecasts, provide analysis to the MTA Board and management, and identify implications for current and future budgets.
  • Identify, quantify, and explain significant financial risks and opportunities and inform management of potential deviations from the financial plan.
  • Perform special projects addressing financial and operational trends, problems, or issues affecting the efficiency and effectiveness of MTA services.
  • Observe contractor work, when applicable.
  • Review and approve invoices when the work meets contractual standards, when applicable.
  • Address contractor performance issues when possible and escalate issues to other parties when needed.
  • Perform other assigned duties and comply with applicable policies and standards.
  • Work outside regular hours when required.
Desired Qualifications
  • A Master’s degree in Arts/Sciences, preferably in finance, business, or business administration.
  • A Master’s degree in a related field may substitute for two years of experience.
