About the Role:
The IT Clinical/Medical Business Partner manages department strategic plans/objectives related to technology and influences organizational decisions that involve multiple groups and/or locations. The IT Business Partner will represent IT with internal and external customers and will provide strategic and in-depth focus on managing both ongoing and future projects, aligning with our planned corporate growth and ensuring better scalability and efficiency. This individual will enhance alignment with Quality strategies by improving inspection readiness and boosting operational excellence for critical clinical study programs.
Must have experience in most if not all IT Clinical and Medical pharmaceutical business areas and systems including: eTMF, Clinical Trial Management Systems, Study start up / KOL identification, IRT, EDC / data managements, CRO data integration, clinical site payments, study budget management, clinical and medical training tools and processes, medical information IRMS, grants management, medical CRM, medical media management, medical insight tracking and analytics. Veeva Vault experience a plus.
This individual will manage technologies such as on-premise systems, web-based solutions, SaaS enterprise systems and/or point solutions. In addition, the IT Business Partner will manage external consulting resources to support project work and systems support. S/he will be responsible for the planning, implementation, maintenance, and support of enterprise business solutions, which may also require compliance with FDA, Sarbanes-Oxley (SOX), Sunshine Act, GDPR and HIPAA regulations.

Essential Functions
Manages strategic planning, implementation, and maintenance of both regulated and non-regulated business solutions to support business area’s mission and research.
Responsible for the strategic planning, implementation, and maintenance of both regulated and non-regulated business solutions to support business area’s mission and research.
Works with department management to plan, budget, develop and maintain business systems that meet current and evolving requirements.
Provides technical leadership to project managers, application vendors, and end users to ensure the success of application system projects.
Assists in the development, maintenance, and execution of IT policies and procedures.
Supports the IT department budget process by maintaining clear understanding of stakeholder needs to provide strategic feedback on IT resource allocation decisions during budgeting and strategic planning processes.
Responsible for working with appropriate departments to maintain control over software assets, integrations, and related infrastructure components that make up Neurocrine’s business solutions.
Develops sound and robust purchasing contracts with vendors to improve reliability and cost-effectiveness in system acquisition and support.
Leads core team activities for various system workstreams to ensure optimum outcomes.
Leads cross functional activities including discovery sessions to identify gaps and opportunities for the existing systems/tools.
Using prioritization methodology, drives cross functional meetings to prioritize new features and functionalities.
Works with process owners and other stakeholders to develop new capability themes as part of roadmap planning.
Gathers business requirements from process owners and teams and translates them into technical requirements and user stories.
Assists in the development and/or procurement of training programs for employees so that systems are used to their full potential.
Manages UAT planning, execution and reporting.
Collaborates with Sr. Leadership on change management activities including impact assessments, release communications and training materials; writes release notes and training documents as needed.
Works with key stakeholders to implement an effective tool to manage enhancement requests and prioritization process.
Measures the effectiveness of newly implemented features/functions, draws lessons and takes corrective actions as needed.
Creates agenda materials in support of workstream’s functional steering committee meetings.
Develops and maintains business requirements, process documents and training materials as needed.
Provides domain consultation to team members and users; serves as the subject matter expert for the business systems.
As applicable to business area, maintains awareness of changing regulations impacting Neurocrine’s compliance requirements and systems.
Participates in new projects as needed; takes proactive actions to learn newly implemented systems/tools outside the enhancement workstream.
Keeps abreast of new technologies and applications; participates in technology roadmap planning as needed.
Supplies information for ad-hoc requests from management, internal and external auditors and examiners; assists management with special projects.
Documents system problems, issues, resolutions and escalates as needed.
Selects, manages, develops and evaluates personnel to ensure the efficient operation of the function.

Familiar with industry practices, technology trends, budgets, customer services, client/stakeholder relationships, contract development, data management and analytics, and vendor management.
Ability to cultivate cooperative relationships with departments and IT staff.
Proficient in agile/iterative software development and SaaS/cloud tools.
Experienced in managing the launch of enterprise-wide systems, leading cross-functional teams, and developing business requirements and user stories.
Experience and Education
BS/BA degree in computer science, business or related field and 6+ years of IT experience within pharmaceutical/regulated environment OR Master’s degree in computer science, business or related field and 4+ years of IT experience.
Experience Managing the launch and/or upgrades of enterprise-wide systems and tools.
Agile/iterative development process experience desired.
Managerial or leadership experience preferred.

The annual base salary we reasonably expect to pay is $125,700.00-$182,250.00. Individual pay decisions depend on various factors, such as primary work location, complexity and responsibility of role, job duties/requirements, and relevant experience and skills. In addition, this position offers an annual bonus with a target of 30% of the earned base salary and eligibility to participate in our equity based long term incentive program. Benefits offered include a retirement savings plan (with company match), paid vacation, holiday and personal days, paid caregiver/parental and medical leave, and health benefits to include medical, prescription drug, dental and vision coverage in accordance with the terms and conditions of the applicable plans.
