Responsibilities
  • Create personnel security files for new employees and update contractor access requirements based on National Defense University-issued contracts.
  • Initiate and process background investigations in the National Background Investigation Services system using the National Background Services electronic application new-entry system.
  • Prepare and submit Visit Clearance Certification letters and Sensitive Compartmented Information visit certification requests.
  • Review incoming clearance verification authorization documents for consistency with approved policies and security guidance.
  • Provide administrative personnel security support to the Deputy Director of the CAPSTONE General and Flag Officer course.
  • Support Sensitive Compartmented Information security indoctrination and debriefs for faculty, students, and contractors.
  • Capture electronic fingerprints through the Secure Web Fingerprint Transaction system for personnel requiring fingerprints as part of background investigations.
  • Schedule participants for fingerprinting and maintain a log of fingerprint requests processed.
  • Provide personnel security support involving personnel security, information security, physical security, and Sensitive Compartmented Information Facility management.
  • Provide customer service to more than 1,000 assigned personnel, including personnel located in Norfolk, Virginia, and process new employees, students, faculty, and contractors.
  • Support restricted-area identification, access control, badge-program administration, and escorting uncleared persons in classified or restricted spaces.
  • Support the proper handling of classified material in accordance with Department of Defense and National Defense University instructions and directives.
  • Receive and load Communications Security keying material with the command's Communications Security Manager.
  • Complete required formal Communications Security training within 30 days of contract assignment.
  • Assist with administrative support and property-accountability reviews under Security Directorate management.
  • Maintain security and personnel data in the National Defense University database, Defense Information System for Security, and other internal security management systems.
  • Process new employees, students, faculty, contractors, and other personnel in the Lenel OnGuard Security System and university databases.
  • Prepare National Defense University identification and building badges for personnel, contractors, students, and visitors in accordance with government directives.
  • Prepare and review personnel security files, validate security-clearance eligibility, and provide instructions required for security-clearance determinations.
  • Prepare and review fingerprint-card submissions for subjects requiring initial background investigations.
  • Maintain a weekly roster of incoming visit certifications and concise records of outgoing visit certifications.
  • Post, update, verify, and validate investigations, clearance levels, and visit certifications using Defense Counterintelligence and Security Agency systems, including Defense Information System for Security, the Central Verification System, the National Background Services electronic application system, and the Intelligence Community Personnel Security Database known as Scattered Castles.
  • Prepare monthly reports on personnel-security investigation initiations, submissions, returns, and open-investigation progress.
