Requirements
  • Must be a United States citizen.
  • Must possess and maintain Top Secret with Sensitive Compartmented Information eligibility.
  • Must hold DAWIA Advanced equivalency, formerly DAWIA Level III, in Engineering and Technical Management, Program Management, or Test and Evaluation, or be able to attain it within six months of hire with approved customer deferral.
  • Must have a bachelor's degree in an engineering or technical discipline.
  • Must have 10 years of relevant position experience.
  • Must have working knowledge of the Defense Acquisition System as directed by Department of Defense Instruction 5000.02, Operation of the Defense Acquisition System.
  • Must have extensive experience planning, managing, and overseeing science and technology and research and development projects, including specific experience with Special Operations Forces acquisition science and technology and research and development processes.
  • Must have experience participating in, managing, and leading science and technology and research and development working groups, especially those involving Special Operations Forces maritime communications equipment, networks, and planned architectures.
  • Must have prior experience developing strategic plans and managing science and technology and research and development portfolios, including technology roadmapping.
Responsibilities
  • Evaluate and recommend programs and development plans using professional knowledge of multidiscipline engineering.
  • Work with organizational managers, budget personnel, and engineering authorities to develop and obtain approval for proposed projects.
  • Provide inputs for status briefings to leadership outlining assigned programs and projects.
  • Support technical evaluation elements of market surveys conducted in conjunction with assigned projects and programs.
  • Support government counterparts regarding the adequacy and clarity of engineering and analysis processes based on daily application of the processes and agency reporting requirements.
  • Provide advanced inputs for status briefings to leadership outlining assigned programs, projects, problems, and recommended resolutions.
  • Support contract modifications and make technical recommendations for change order approval.
  • Support budget control directly supporting the engineering effort.
  • Provide decision-support inputs for approval of plans, specifications, cost estimates, design calculations, schedules, cost proposals, and engineering studies.
  • Apply advanced tools to document and analyze the results of critical, complex activities and tasks.
  • Plan, execute, and document surveillance of design, development, and production efforts on behalf of government counterparts using performance indicators identified in applicable engineering surveillance processes.
  • Provide significant, expert-level support to government counterparts regarding the adequacy and clarity of agency engineering and analysis processes based on daily application of the processes and agency reporting requirements.
  • Complete advanced engineering demand tasks such as reviewing engineering change proposals, requests for waivers and deviations, and nonconforming materials.
  • Provide expert-level inputs for status briefings to leadership outlining assigned programs, projects, problems, and recommended resolutions.
  • Analyze trends in performance indicators to assist government counterparts with managing agency-level performance indicators, recommending corrective action, establishing lessons learned, and improving processes.
Desired Qualifications
  • Knowledge of Special Operations Forces-unique acquisition processes is desired.
  • Maritime experience is valued.
