Requirements
  • A degree in business administration, public policy, or a related field and/or related experience.
  • A minimum of 3 years of related experience, preferably in regulatory licensing and approvals.
  • Knowledge of legislation administered by the Financial Services Regulatory Authority of Ontario, including the Mortgage Brokerages, Lenders and Administrators Act, Insurance Act, Co-operatives Act, and Credit Unions and Caisses Populaires Act.
  • Knowledge of current issues and trends related to licensing, registration, and enforcement in financial services sectors.
  • Knowledge of the Freedom of Information and Protection of Privacy Act to research and prepare responses for information inquiries.
  • Knowledge of risk control models, analytical methods, and compliance measures to assess eligibility for licences and registrations and develop recommendations.
  • Experience interpreting and applying legislation and policies within a regulatory environment.
  • Analytical and problem-solving skills to review and analyze licensing applications and develop recommendations.
  • Judgment and analytical skills to assess compliance and non-compliance with legislation when reviewing licence applications.
  • Interpersonal and collaboration skills to work in a team environment.
  • Facilitation, presentation, and stakeholder management skills, with the ability to interface with staff and stakeholders at all levels.
  • Ability to manage work to meet deadlines and manage multiple competing priorities effectively.
  • Verbal communication and presentation skills to respond to inquiries, represent the Financial Services Regulatory Authority of Ontario at client meetings, and act as an expert witness at legal hearings and court proceedings.
  • Written communication skills to prepare reports and correspondence.
  • Proficiency with Microsoft Office, including Word, Excel, PowerPoint, SharePoint, and Teams, and other internal applications as required.
Responsibilities
  • Review and analyze licence and registration applications from financial services intermediaries, identify issues and follow-up requirements, assess compliance with legislation and policies, and approve compliant applications or recommend denial of non-compliant applications.
  • Research and analyze issues identified during the review process and prepare reports outlining policy, compliance, risk management, and enforcement issues.
  • Research and analyze potential legal actions against licence and registration applicants and act as an expert witness at legal hearings and court proceedings.
  • Analyze non-standard Errors and Omissions Insurance and Continuing Education issues, negotiate and prepare minutes of settlement, recommend licence approvals or denials, and monitor course providers' websites and training materials for compliance.
  • Research and determine the nature of requests for information under the Freedom of Information and Protection of Privacy Act.
  • Review and analyze licensing and registration procedures, methods, systems, and processes for administering applicable legislation.
  • Provide information, advisory, and consultation services to registrant and licence applicants and their representatives regarding non-routine applications and legislated requirements.
  • Advise and guide licence and registration applicants and their representatives on licensing requirements, application processes, legislation, and Financial Services Regulatory Authority of Ontario policies.
  • Develop and present seminars and training presentations to stakeholder groups and represent the Financial Services Regulatory Authority of Ontario at conferences.
  • Conduct field audits of life insurance agents related to the Life Licence Qualification Program.
  • Conduct suitability assessments of mortgage agent and broker licensing applications.
  • Collaborate with team members on projects.
  • Communicate by telephone with licensing applicants.
  • Perform other assigned duties.
