Requirements
  • Bachelor's degree in related field is preferred.
  • 10+ years of relevant experience in design engineering, with a strong understanding of drafting principles and practices in the utilities sector.
  • 5+ years of leadership experience, including proven experience in leading, managing, or significantly overseeing drafting teams or functions within an engineering environment.
  • Experience in the electrical utility space is required.
  • Must have experience working directly with local utilities in southern California.
  • Advanced proficiency with industry-standard CAD software (e.g., AutoCAD, MicroStation, AUD) and familiarity with GIS platforms.
  • In-depth knowledge of utility drafting standards, symbology, and best practices for electric power, oil, and natural gas infrastructure.
  • Strong understanding of drafting principles, symbology, and geospatial considerations relevant to utility mapping and infrastructure projects.
  • Capable of managing and prioritizing multiple projects simultaneously.
  • Good organizational, communication, and analytical skills.
  • Exceptional attention to detail and a commitment to producing high-quality, precise technical drawings.
  • Strong proficiency with Microsoft Office Suite.
Responsibilities
  • Provide leadership and accountability for the contractual obligations and client deliverables for the division's Drafting and Survey Teams.
  • Provide technical supervision and oversee the quality of team deliverables, for the basemapping scope of work ensuring accuracy, completeness, and adherence to industry and client-specific drafting standards.
  • Direct and mentor the drafting team, fostering a culture of excellence, efficiency, and continuous improvement in drawing production.
  • Develop, implement, and maintain CAD standards, templates, and libraries to ensure consistency and quality across all drafting outputs.
  • Ensure compliance by being abreast of codes and standards as they apply to both design and drafted deliverables.
  • Optimize drafting workflows and technology utilization to enhance productivity and precision in drawing preparation.
  • Liaison between the client and Design Team regarding design intent, drawing requirements, and final deliverable packages.
  • Evaluate system operations and provide project scope development for overhead and underground utility systems, translating concepts into detailed design and drafting requirements.
  • Oversee daily administrative functions of the office.
  • Additional duties as needed and/or assigned.

Quanta Services has acquired Davenport-based Tri-City Group, a family of contractors and engineering companies specialising in electrical construction, technology solutions and industrial services. The acquisition was completed in the fourth quarter of 2025. Tri-City Group will retain its name, brand and leadership team, including the Palmer Family. The company, which has operated since 1895, employs over 2,800 people and has completed projects in 46 states, two US territories and six countries. Houston-based Quanta Services, which employs approximately 69,000 people, is a specialised contracting company providing integrated engineering, procurement, construction and maintenance services for electric power, renewable energy and underground utility infrastructure. The acquisition strengthens Quanta's electrical infrastructure services capabilities across key US regions.
