Requirements
  • Extensive knowledge of financial planning, analysis, forecasting, and budgetary control techniques.

  • Bachelor's degree in Arts/Sciences from an accredited university or college, with a preferred concentration in Business, Finance, Economics, Public Administration, Public Policy Analysis, or a related field.
  • Minimum 10 years of progressively responsible business and related management experience in financial or economic analysis and/or budgeting.
  • Minimum 4 years in a department-head, managerial, or project-manager role in a large, multi-faceted, fast-paced organization or governmental body.
Responsibilities
  • Develop NYCT, MTA Bus, and SIRTOA financial plans consistent with established targets and guidelines, and analyze proposed changes to ensure the financial plan remains balanced.
  • Direct and complete monthly, quarterly, and year-end analysis and reporting of revenues, expenses, and cash to the MTA Board, including quarterly BRP reporting, 17A, 18B, and other performance metrics.
  • Analyze monthly financial results and trends to identify risks and opportunities in the financial plan, direct senior staff and departments regarding risk magnitude, and advise on mitigation strategies.
  • Conduct ridership and revenue analysis and forecasting, and support the analysis and development of fare policy proposals.
  • Provide financial support to operating agencies and conduct strategic analysis at the request of those agencies or MTA leadership.
  • Work with operating agency staff to conduct workforce planning and develop hiring plans and overtime-management strategies.
  • Present financial information to external auditors, senior MTA leadership, Board members, other state and federal agencies, and the investor community as necessary.
  • Understand the provisions of collective bargaining agreements and their impact on expenses.
  • Maintain an environment founded on integrity and collaboration, encourage staff creativity, provide leadership and guidance, create professional-development opportunities, and cultivate a succession plan.
  • Perform other duties as assigned.

  • Experience with Hyperion Budget and Financial Planning or an equivalent system.
