Requirements
  • An undergraduate degree in biology, ecology, or a related environmental sciences field.
  • A minimum of 5 years of demonstrated professional experience in environmental consulting, industrial, regulatory, or academic settings, or related fields, with a specific emphasis on environmental assessment and permitting for development proposals.
  • A valid Class 5 driver's license.
  • Excellent communication and report writing skills.
  • Excellent oral and written communication, critical thinking, organizational and interpersonal skills.
  • Proficiency in English.
  • Proven expertise and knowledge of local, provincial and federal environmental legislation, including associated regulations, policies, and guidelines.
  • Experience leading and/or managing land development and/or environmental assessment projects, including multi-disciplinary work.
  • Experience in the preparation of Environmental Impact Studies and supporting applications under the Planning Act as well as Environmental Reports for environmental assessment.
  • Experience in the preparation of other regulatory applications and submissions resulting in the successful acquisition of permits and approvals.
  • Demonstrated success in project management, client relationship, and business development skills.
  • Experience interacting directly with a variety of clients and team members to execute project delivery.
  • Experience engaging and/or working with stakeholders and communities, including Indigenous communities.
  • Proficiency in project proposal preparation and presentations.
  • Strong oral and written communication, critical thinking, organizational and interpersonal skills.
Responsibilities
  • Manage and coordinate programs, projects and technical studies for the natural environment component of a variety of projects.
  • Lead permitting and approvals acquisition activities at the local, provincial and federal level related to natural heritage, including the Endangered Species Act, Species at Risk Act, Conservation Authorities Act, Fisheries Act, and Canadian Environmental Assessment Act.
  • Scope, plan, develop, and implement field programs.
  • Provide oversight to project team members including natural scientists, technologists and technical support staff.
  • Coordinate multi-disciplinary projects.
  • Support stakeholder and regulator engagement.
  • Undertake business travel upon request.
  • Prepare and support the preparation of project proposals and contribute to client relationships and business development activities.
  • Liaise with public and private sector clients, government review and approval agencies, sub-consultants and community representatives.
  • Undertake travel as required.
  • Provide input to the career development of junior staff, including technical direction, training recommendations, coaching and mentoring.
  • Contribute to Dillon’s corporate profile through active participation in professional associations and committees.
  • Align with Dillon’s Health & Safety commitment through active, ongoing engagement with Health & Safety processes and platform and the identification and reporting of health and safety hazards.
Desired Qualifications
  • Working knowledge of French would be considered an asset.

Watershed Governance Framework - complete! Carmen Pavlov April 8, 2026 Malahat Nation Lands and Environment department is pleased to announce the completion of the Watershed Governance Framework project! Malahat Nation Lands and Environment department worked alongside Dillon Consultants to create a Watershed Governance Framework. The Malahat Benchlands and Shawnigan Creek watersheds face pressures including population growth, unsustainable extraction from water bodies, overdevelopment, infrastructure deficits and issues, agriculture, forestry, and mining uses, and pollution. Through investigating governance models that are culturally appropriate and sustainable, Lands and Environment worked to develop a framework that helps guide the protection and restoration of Malahat's watersheds. Guiding principles that influenced this document include: long-term benefit to the Nation, respect for culture and customs, innovation, preservation and protection, ecosystem-based management, sustainability, cooperative relationships, self-sufficiency, and opportunities for Malahat members.
