We're looking for a driven professional to take the lead on high-impact utility projects, overseeing complex contracts from initiation to closeout. In this key role, you'll manage contractor performance, conduct technical reviews, approve invoices, and ensure compliance with contract requirements- all while working closely with internal teams and external partners to deliver results. You'll also play a vital part in aligning projects with the department’s strategic goals and operational needs.

About This Role
Manage vendor contracts and utility projects.
Contract encompass a wide range of activities within the utility system, including but notlimitedtoodor control,vacuum sewersystems, and generator maintenance contracts.
AssurethatsupportisavailablefortheUtilitiesOperationsUnit.
SupportothersinthedepartmentoncomplexUtilitycontractedservices.
Makerecommendationsonprojects and serveasaliaisonbetweenUtilityOperationsandother contractors.
Provideresolutionofdifficultiesandcoordinationwithcontractedvendors.
Createtrainingmodules,solicitations,writesspecificationsanddevelopsscopes.
Supportfordepartmentbusinessandstrategicplan development.
Conferandcoordinatewithengineers,andotherpartiestoensureCountystandardsandregulationsarebeingadheredto.
Monitormonthlyinvoicesastheyapplytothe contract.
Preparingtrendinganalysistosupporttheproject outcome.
Reviewplansandspecificationsrelatedtoutilityprojectcontractsandprovidestechnicalexpertise.
Assistinpreparingscopesforrelatedtasksonutilityrelated projects.
Work Hours: Monday - Friday, 8:00 a.m. - 5:00 p.m.
About You
Minimum Qualifications:
Bachelor’s degree from an accredited college or university in Engineering, Project Management, or a highly related field AND five (5) years of CIP and/or project management experience.
-OR- Master’s degree from an accredited college or university in Engineering, Project Management, or a highly related field AND four (4) years of CIP and/or project management experience.
-OR- Job-related experience can substitute for education on a year-for-year basis depending on the type of experience.
A valid Florida driver’s license at the time of hire.
Preferred Qualifications:
Lean Six Sigma green or black belt, prior hands-on experience with utility projects.
Has or the ability to acquire PipelineAssessmentCertificationProgram(PACP),ManholeAssessmentCertificationProgram(MACP),andLateralAssessment Certification Program (LACP).
Subject to Passing Substance Screening: This position is subject to passing a pre-employment substance screening. An applicant who fails to pass a required drug screening test shall be disqualified from employment in any class for a period of five (5) years.
About Everything Else
Starting Pay Range: $71,000.00 - $86,000.00/ annually, based on experience.
