Job Description:

The Legislative Fiscal Office (LFO) is seeking a Principal Bonding and Capital Projects Analyst to join its team of subject matter experts. This position is primarily focused on providing budget analysis and recommendations on complex agency budgets, bonding, debt management, and capital construction projects that require highly specialized knowledge and extensive experience. The Principal Legislative Fiscal Analyst position is experienced in the legislative process and collaborates with agency management, elected officials, and stakeholders on budget development and fiscal issues.

LFO provides nonpartisan, permanent, professional analytical services to the Legislative Assembly. The mission of the office is to promote state fiscal accountability through comprehensive research, analysis, and recommendations on the state’s biennial budget. LFO evaluates state expenditures, program administration, and agency organization to assist in development of the Legislature’s adopted balanced budget; prepares fiscal impact statements on legislative measures; and provides staff support to the Joint Committee on Ways and Means, Emergency Board, and several other legislative committees.

LFO employees currently have the flexibility to work according to a hybrid in-person and remote work schedule during the periods between legislative sessions and interim committee meetings. During legislative sessions and periods when interim committees meet, staff work solely onsite in the State Capitol building to carry out the duties of their positions.

Knowledge of:

• Bonding and debt management rules, laws, standards, and best practices
• Budget development principles, budget policy and processes
• Government finance, accounting and auditing principles and practices
• State agency operations and programs
• State and federal laws governing state programs and budgets
• Legislative processes, practices, and rules
• Expenditure trends, administrative rules process, state employee classification and compensation, and contracting practices and rules
• State financial, budget, and position control systems, including the State Financial Management System, Oregon Budget Information Tracking System (ORBITS), Workday, Oregon Legislative Information System, and Fiscal Impact and Staff Measure Summary Systems

Skill in:

• Problem solving and critical thinking
• Effective verbal and written communication

• Analyzing program outcomes, trends, and budget status

Ability to: 

• Understand complex government programs and budgets

• The Capitol Building is undergoing extensive renovation and construction projects which may limit accessibility to employees.  This may require Legislative employees to work both from home and within the building as the construction project dictates.  While working from home, personal, stable and high-speed internet access will be required to perform the functions of this position. There may be occasions that require employees scheduled to be working from home, to report to the Capitol or an offsite building.  Every effort will be made to provide reasonable notice. • The salary in this job posting reflects the base salary without contributions to the Public Employee Retirement System (PERS). Employees eligible for PERS will have their salary increased by 6.95% and 6% will be automatically be subject to a mandatory employee contribution to PERS.
