Requirements
  • At least 10 years of business development, capture, or program experience supporting Intelligence Community, Department of Defense intelligence, U.S. Coast Guard, and/or State Department customers, with a track record of driving wins.

Responsibilities
  • Own the Intelligence Community and federal Global Security business development strategy, account plan, and pipeline from opportunity identification through capture, proposal support, and award.
  • Build and convert a pathway from pilot programs, demonstrations, and early-stage engagements into programs of record and sustained production or service contracts.
  • Develop and maintain relationships with national Intelligence Community organizations engaged in intelligence, surveillance, and reconnaissance analysis and collection relevant to Group 2 and Group 3 unmanned aircraft systems platforms, including the Office of the Director of National Intelligence, National Geospatial-Intelligence Agency, National Counterterrorism Center, and related Intelligence Community elements.
  • Develop and maintain relationships with Department of Defense intelligence organizations, including the Defense Intelligence Agency and combatant command intelligence staffs, where the mission application is intelligence production rather than direct tactical or special operations employment.
  • Develop and maintain relationships with U.S. Coast Guard offices, including the Coast Guard Acquisition Directorate, Office of Aviation Forces, command, control, communications, computers, intelligence, surveillance, and reconnaissance, and Research and Development Center.
  • Develop and maintain relationships with Department of State bureaus supporting counterterrorism and counternarcotics missions outside the United States, including the Bureau of International Narcotics and Law Enforcement Affairs, Political-Military Affairs, Diplomatic Security, and Ocean and Polar Affairs.
  • Identify and engage budget holders and resource sponsors across Intelligence Community funding mechanisms, Defense Intelligence Agency and combatant command intelligence budget lines, the U.S. Coast Guard Planning, Programming, Budgeting, and Execution process, and State Department foreign assistance and security cooperation funding lines.
  • Track and influence requirements generation through engagement with Intelligence Community and Department of Defense intelligence requirements officers, U.S. Coast Guard requirements officers, and State Department bureaus responsible for international security assistance and counternarcotics programs.
  • Map and pursue relevant contract vehicles, including Intelligence Community contract vehicles accessible to industry, Defense Intelligence Agency and combatant command intelligence contract mechanisms, U.S. Coast Guard indefinite-delivery, indefinite-quantity contracts, State Department security assistance and foreign aviation program procurement mechanisms, and applicable General Services Administration schedules.
  • Lead or support customer call plans, gate reviews, and capture strategy development in coordination with the growth team and executive leadership.
  • Represent Heven AeroTech at Intelligence Community, Department of Defense intelligence, maritime security, and State Department-focused industry days, conferences, and interagency engagements.
  • Pursue opportunities to shape procurements and requirements ahead of formal competition through live and virtual demonstrations, white papers, consortium participation, trade shows, government relations engagement, and other proactive shaping activities.
  • Partner with Engineering, Product Development, and Program Management to ensure customer requirements and operational feedback are reflected in product roadmap discussions.
  • Provide accurate and timely pipeline reporting and forecasting inputs consistent with the company-wide business-development operating rhythm.
  • Visit government program offices, embassies, customer facilities, and industry events; attend customer meetings, briefings, demonstrations, conferences, and industry engagements.
  • Support customer engagements, conferences, demonstrations, and mission-related activities, including occasional evening or weekend work.
Desired Qualifications
  • An advanced degree in a related field.
  • Direct experience with Intelligence Community, Defense Intelligence Agency, or combatant command J2 intelligence mission areas, including prior Intelligence Community, Department of Defense intelligence, U.S. Coast Guard, or State Department background.
  • Working knowledge of U.S. Coast Guard major systems acquisition and/or State Department procurement processes.
  • Familiarity with Group 2 and Group 3 unmanned aircraft systems intelligence, surveillance, and reconnaissance sensor packages and processing, exploitation, and dissemination pipelines.
  • Experience supporting Foreign Military Sales or security assistance and partner-nation capacity-building programs.
  • Experience with Blue Unmanned Systems and National Defense Authorization Act compliance considerations affecting Intelligence Community, Department of Defense intelligence, U.S. Coast Guard, or State Department procurement decisions.
  • Existing familiarity with the U.S. Coast Guard Research and Development Center, Intelligence Community acquisition processes, or State Department security assistance program points of contact.
  • Familiarity with hydrogen propulsion, Group 2 and Group 3 unmanned aircraft systems, or long-endurance unmanned systems.

Heven AeroTech has appointed Lexi Alexander as chief growth officer to lead operational scaling and international expansion. Alexander brings over 20 years of defence growth leadership in cyber warfare, AI data platforms, and secure logistics. The Virginia-based hydrogen-powered drone manufacturer has expanded its workforce by 132%, growing from 38 employees at year-end 2025 to 88 currently. The company has also appointed three additional executives: Dr Karen Swider-Lyons as VP of hydrogen, Samantha Hamilton as VP of AI, and Gaston Paz as head of manufacturing and operational strategy. Heven AeroTech manufactures hydrogen-powered unmanned aerial systems with AI and quantum-enabled capabilities for defence applications. Hydrogen-powered Z1 UAS enters U.S. Army acquisition pipeline. Heven AeroTech has secured a Basic Ordering Agreement (BOA) with the U.S. Army Contracting Command - Redstone Arsenal for its Z1 hydrogen-powered unmanned aircraft system and supporting hydrogen generation systems. Hydrogen-powered Z1 enters Army acquisition pipeline. Effective January 2026, the BOA establishes a streamlined contract vehicle for Army units to acquire the Z1 and associated hydrogen infrastructure through the U.S. Army UAS Project Office. The agreement leverages the Z1's status as a Blue UAS Select platform, aligning the system with Department of Defense requirements for secure, domestically aligned unmanned aircraft. "This agreement represents an important step in reducing procurement friction for Army units seeking advanced UAS capabilities," said Michael Buscher, Heven AeroTech President of U.S. Operations. "Hydrogen-powered systems offer extended endurance, logistical flexibility, and reduced dependency on traditional fuel and battery supply chains." Focus on long-endurance UAS operations. Heven AeroTech positions the Z1 as a hydrogen-powered, runway-independent drone engineered for mission-critical missions that require long endurance and flexible payload options. Hydrogen fuel supports extended flight times compared to conventional battery-powered platforms and enables rapid refueling through dedicated hydrogen generation systems in the field. The BOA is intended to support rapid deployment, technology maturation, testing and evaluation, system integration, fielding, sustainment, and modernization of Z1-based UAS capabilities across Army units. According to Buscher, "Through this BOA, we are positioned to provide Army units with a pre-negotiated acquisition pathway to Heven's systems, enabling faster procurement and accelerating our ability to support evolving mission requirements with resilient, domestically aligned technology."
