The candidate will have expert working knowledge of implementing all four phases of the DoD’s Joint Training Manual for the Armed Forces of the United States (CJCSM 3500 series). The work involves supporting the development and execution of intricate and complex CWMD-focused training supporting U.S. national military strategy and regional contingency requirements. The position develops, plans, and conducts CWMD joint training events aligned with DoD and USG-wide Tier-I exercises to ensure the proficiency of the collective staff in mission execution. Identifies strengths and weaknesses, reviews issues and lessons learned, and recommends and implements refinements to the training audience. Must be able to write information papers and brief GO/FO/SES-level leadership and be familiar with CWMD/CBRN policy and doctrine at war’s strategic and operational levels.
This contractor will provide technical, logistical, operational, training, and associated ancillary support required to develop, perform and execute DTRA’s Joint Training Plan (JTP) by the CJCSM 3500.03E. This includes planning and conducting events and assessments classified according to TS/SCI and DTRA JTP.
Additional Tasks include, but are not limited to:
Planned and conducted classified and unclassified DTRA JTP and Agency’s Readiness and Preparedness Program (ARPEP) training events and assessments.
Provide technical, logistical, operational, training, and associated ancillary support required to develop, perform, and execute DTRAs JTP.
Participate in DoD JTS-related conferences/working groups in support of DTRA JTP.
Provide technical expertise managing the DOD’s JTIMS (as well as its successor, JTT) and JLLIS.
Provide current realistic CWMD threat exercise scenario development and scripting expertise for DTRA-supported JTP exercises throughout the Joint Exercise Lifecycle.
Experience:
Minimum 10 years experience in leading training programs and conducting all Tier 1 level exercise phases. Must have CWMD-specific experience at the Joint Level. Experience with conducting assessments and the ability to capture, analyze, and disseminate lessons learned or key points from each exercise to allow for improvements and to develop new ideas for future training and exercises. Facilitate meetings that include senior officials. Direct the activities of less experienced staff members. Ensure project timelines are met.
Expertise in managing Joint Training and Information Management System (JTIMS) and Joint Lesson’s Learned Information Systems (JLLIS) is required.
Expertise is required to support scenario design and scripting of DTRA-supported exercises.
TS/SCI required
Education: 10 years’ experience required. BA/BS Degree required. Military exercise planning experience is required. DTRA and/or CWMD experience is required.
