Requirements
  • U.S. citizenship and an active Secret clearance are required.
  • A master's degree in a technical or scientific field from an accredited college or university is required, or a bachelor's degree in a technical or scientific field from an accredited college or university plus four additional years of recent and relevant experience.
  • At least ten years of recent and relevant engineering experience is required, including three years directly related to Department of Defense systems.
  • Demonstrated experience in the relevant engineering area is required.
  • Journey or senior-level experience working on engineering activities for a Department of War technology program is required.
  • Experience performing systems-engineering activities for a Department of War program is required.
  • Experience with Department of War acquisition efforts, including cost, schedule, planning, and reporting, is required.
  • Ability to travel within the continental United States is required.
  • Candidates must be local to Naval Air Station Patuxent River and able to attend scheduled and ad hoc meetings in person.
Responsibilities
  • Apply systems-engineering processes to analyze, plan, develop, verify, deploy, and document the Common Mission Bit Reprogramming system.
  • Analyze current and next-generation mission-operation domains and translate them into requirements and system views using model-based systems engineering.
  • Engage with Naval operators and project officers to evaluate gaps and identify improvements, then translate findings into requirements, digital representations, and recommendation briefs.
  • Collaborate with leadership, engineers, vendors, and software project leads in an Agile software-development process.
  • Coordinate with Weapon System Explosive Safety Review Board representatives to ensure required safety testing and documentation are completed and the system is approved for operational use.
  • Participate in or lead working groups addressing software certification requirements and documentation.
  • Participate in working groups to document and address cyber and security requirements and ensure the system is verified, validated, and compliant.
  • Participate in or lead risk-management tracking and mitigation for assigned efforts.
  • Coordinate with test-and-evaluation activities to ensure the modernized Common Mission Bit Reprogramming system is sufficiently verified and validated.
  • Coordinate with and often lead action teams comprising subject-matter experts, engineers, vendors, and Navy, Marine Corps, and Air Force aircrew to analyze, plan, and address engineering and software challenges.
  • Assist with vendor tasking, guidance, and oversight; develop technical statements of work; participate in technical interchange meetings and program management reviews; and review contract data requirement lists.
  • Advise and assist NAVAIR executives, managers, and supervisors in planning and implementing systems-engineering and digital-engineering policy and guidance.
