Requirements
  • 10+ years of experience managing multiple programs or projects of 25+ FTE across the acquisition life cycle, including technical quality, cost, schedule, and performance oversight
  • Experience with managing nuclear projects, including numerous workstreams, adjusting to shifting priorities, and solving problems quickly
  • Experience as a primary interface with executive level clients, managing executive level communications, reporting, and development of programmatic strategies and plans
  • Knowledge of planning, organizing, and making recommendations on nuclear program milestones, resourcing, and key decision points
  • Knowledge of DoD contracting procedures and contracting vehicles
  • Ability to perform risk assessments to identify, define, and analyze program or project issues, including probability and consequences
  • Ability to resolve problems with minimal disruption to the activities being performed under the contract
  • Ability to produce and execute an integrated master schedule to meet program needs
  • Top Secret clearance

Responsibilities
  • Lead and direct cross functional Integrated Program Teams (IPT) to meet program cost, schedule, and technical performance objectives, while measuring and reporting program performance, delivering presentations to customers, executive management, and other program stakeholders
  • Assist in the negotiation of contracts, contract changes, specifications, operating budgets, schedule milestones, and key terms and conditions
  • Establish design concepts, criteria, and engineering efforts for product research, development, integration and test, and be responsible for identification, distribution, tracking, and completion of program requirements
  • Establish and manage program and subordinate baselines, analyze and adhere to budget baselines utilizing Earned Value Management (EVM) or similar cost and schedule control methodologies and tools, and identify, allocate and manage program resources, including workforce planning
  • Manage government and customer supplied property or information suppliers to meet program objectives and adhere to all internal processes, policies, and applicable industry standards
  • Develop and adhere to master plans and schedules, and conduct thorough risk and opportunity management practices, including identification, mitigation, and realization
  • Ensure the program team understands and adheres to contract scope, and manages change through control board activities
  • Lead a cross-functional organization aligned to common program performance goals and will be responsible for leading all phases of the program life cycle from inception through startup, execution, and completion
  • Work with the team to cultivate customer relationships, developing strategic plans and operating in an Agile environment
  • Establish and manage program baselines, analyze and adhere to budget baselines utilizing Earned Value Management (EVM) or similar cost and schedule control methodologies and tools, and identify, allocate and manage program resources, including workforce planning
  • Identify, distribute, tracking, and completion of program requirements
  • Provide technical leadership and oversight for the program life cycle including planning, design, build, integrate and test of weapon systems
