Requirements
  • A bachelor's degree in Telecommunications, Electrical Engineering, Computer Science, or a related technical field.
  • At least 10 years of experience supporting nationwide or multi-state wireless networks, preferably public safety broadband or similar mission-critical environments, including coverage and capacity analysis, network deployment configurations, performance evaluation, and/or operations for radio access network and core networks.
  • At least 10 years of experience conducting radio frequency engineering studies and technical analyses of broadband network coverage, capacity, and performance, including processing mobile telecommunication field test measurements.
  • Experience assessing and validating drive-test data and comparing measured performance of multiple network cellular operators using geographic information systems and radio frequency tools.
  • Familiarity with 4G and 5G radio access network technologies, including coverage and capacity planning, radio frequency propagation, and key performance indicators relevant to network deployment, performance, adoption, and usage.
  • Experience using industry-standard tools and platforms for radio frequency engineering, geographic information systems, and analytics, such as InfoVista Planet, MapInfo, ESRI ArcGIS, Tableau, Microsoft Power BI, Power Automate, PowerApps, and similar tools to conduct cellular network coverage, performance, and usage analyses and network measurement reports.
  • Experience reviewing and post-processing wireless drive-test data using tools such as Qualcomm QXDM, Accuver XCAL, Rohde & Schwarz QualiPoc SmartMonitor and SmartAnalytics, ROMES, or equivalent drive-test post-processing tools.
  • Proficiency with Microsoft Excel and PowerPoint to develop engineering reports, statistical analyses, and management-ready presentations.
  • Experience utilizing cellular device log analysis tools such as Rohde & Schwarz SmartAnalytics or similar for developing network measurement reports detailing test success rates, data performance, coverage quality, network deployment configurations, and deployed capacity.
  • Experience aggregating and consolidating large, recurring network measurement campaigns into summary analyses, dashboards, and reports to support oversight of deployed telecommunications coverage and network performance.
Responsibilities
  • Perform detailed analysis of QualiPoc device field test logs using the Rohde & Schwarz SmartAnalytics log post-processing tool. Use the tool to generate measurement databases and develop maps, charts, plots, and exported datasets of network measurement data for network measurement reports.
  • Support investigation of anomalies and performance issues identified during log analysis activities. Use customized workspaces and datasets to support investigations and complete device log replay with Rohde & Schwarz SmartMonitor when appropriate.
  • Support development of network measurement reports, dashboards, and white papers on 4G and 5G deployment, performance, adoption, and usage to inform client decision-making and reinvestment strategies.
  • Maintain detailed documentation of methods, analyses, and results, including trackers, comparison reports, and data inventories, to support auditability and risk management activities, and communicate findings and recommendations to subject matter experts and program staff.
  • Aggregate and consolidate large, recurring network measurement campaigns into summary analyses, dashboards, and reports to support oversight of deployed telecommunications coverage and network performance.
  • Assess and validate drive-test data, comparing measured performance across multiple cellular network operators using geographic information systems and radio frequency tools to identify trends, anomalies, and gaps.
  • Review vendor-provided network data and deliverables, including coverage, capacity, deployment configurations, and performance metrics, to identify trends, anomalies, and potential issues in support of network verification and validation.
  • Develop research-based reports and white papers addressing complex telecommunications and network-related issues to support contract oversight and executive decision-making.
  • Engage with government personnel, subject matter experts, and task managers to clarify requirements, present findings, and support program and project decision-making.
  • Develop engineering reports, statistical analyses, and management-ready presentations using Microsoft Excel and PowerPoint.
