Requirements
- A minimum of 15 years of full-time paid professional experience managing facilities design or planning and coordinating capital projects, including overall design, contract administration, cost estimating, and scheduling activities.
- At least 5 years of experience must involve the design, planning, and construction of educational facilities.
- Graduation from a recognized college or university with a bachelor's degree in Architecture or Engineering.
- A valid Certificate of Registration as an Architect from the California State Architectural Board or Professional Engineer registration from the State Board for Professional Engineers and Land Surveyors.
Responsibilities
- Plan, organize, and direct design activities for the School Upgrade Program and critical repair projects.
- Serve as the lead design professional in the Design Department by providing quality review, implementing policies and procedures, and interfacing and coordinating with the Division of State Architects.
- Manage, develop, and coordinate the District's design process for the Facilities Planning and Development Division to ensure plans meet functional program, budgetary, environmental, and legal requirements.
- Manage multiple projects by interacting with architects, consultants, and District personnel from project conception through draft and final review, approval, and handoff to Project Execution.
- Oversee the building design process to ensure compliance with District standards and guidelines, working with design professionals and District administrators to ensure new and modernized structures meet educational and building-standard requirements.
- Establish and follow a process to identify and select the architectural firm best suited for each project based on qualifications and ability to meet performance standards.
- Provide architects with clear and consistent direction regarding project goals and objectives, standards, site, schedule, and budget.
- Establish and follow an effective and efficient design review process to ensure designs meet project goals and objectives, maximize value for budgeted dollars, and appropriately and enduringly meet the functional needs of the District, local community, and environment.
- Ensure decisions are made in a timely manner.
- Ensure all project steps are documented and that documentation meets legal requirements.
- Review submitted design changes to ensure projects remain within budget.
- Recommend architectural firm assignments from an established list of pre-qualified architectural firms.
- Participate in community relations and outreach programs to build understanding and acceptance of District building-project designs.
- Coordinate with professional staff who support the District's design function.
- Develop continuing education opportunities, including seminars and workshops, to share up-to-date information about working with architects and contractors.
- Coordinate project activities with District branches and departments, including Environmental Health and Safety, A/E Design Services, Maintenance and Operations, the School Occupancy Transitional Unit, the Asbestos Technical Unit, and Local Districts.
- Perform other duties as assigned.
