Requirements
  • A minimum of two years of experience in financial analysis, public budgeting, data analysis, or performance measurement.
  • A bachelor's degree or higher in finance, accounting, business, economics, or a closely related field, or an equivalent combination of education and experience substituted on a year-for-year basis.
  • Knowledge of budgetary management practices and principles.
  • Knowledge of financial systems, fund structures, and common data sets.
  • Knowledge of the Municipal Budget Act.
  • Skill in verbal and written communication using tact and diplomacy.
  • Skill in applying budgetary and management principles to work performed.
  • Skill in compiling and analyzing data.
  • Skill in using queries to produce data sets for analysis.
  • Skill in performing relevant mathematical, algebraic, and statistical computations.
  • Skill in using tabular programs, including modifying and developing spreadsheets.
  • Ability to apply logical-thinking principles to solve practical problems.
  • Ability to establish and maintain effective working relationships.
  • Ability to train and aid finance and management staff citywide.
  • Ability to learn city systems and procedures.
  • Arm-hand steadiness and finger dexterity sufficient to operate a personal computer and ten-key.
  • Vision sufficient to read and write reports and input and output data on a computer screen.
  • Speech and hearing sufficient to understand and communicate in person and by telephone in a normal office environment and during presentations.
Responsibilities
  • Research and analyze City budgetary functions and activities to make recommendations for organizational improvements.
  • Communicate thoughts, ideas, and recommendations in a concise, logical, and understandable written format.
  • Disseminate complex ideas through formal and informal presentations to all levels of the organization.
  • Use mathematical and statistical methods to compare and project quantitative data for narrative and statistical reports related to assigned projects.
  • Work with City personnel during the study and implementation of recommendations and conduct follow-up investigations after implementation.
  • Interact with City personnel and obtain or provide information on problems that may be controversial.
  • Use tact and diplomacy to attain understanding and cooperation and achieve desired results.
  • Serve as a project team leader and provide technical assistance to City departments, finance staff, and management staff.
  • Perform other duties as assigned.
