Requirements
  • Bachelor of Science degree in an appropriate technical discipline or an equivalent subject.
  • Various disciplines may include but are not limited to Computer Science, Information Systems/Technology, Computer, Communications, Electrical, Electronics, Signals, or Systems Engineering/Technology.
  • Must have a minimum of twelve (12) yearsof related experience.
  • Must have a minimum ofsix (6) years in a managerial or supervisory role and/or project manager role in a large, multi-faceted organization and/or with highly complex systems.
  • Experience leading and managing designers, contractors, subcontractors, and/or vendors.
  • Background as a Systems/Software Engineer or System / Business Analyst or Programmer/Developer.
  • International Council on Systems Engineering Certification (INCOSE) as a Certified Systems Engineering Practitioner (CSEP).
  • System/Software life cycle and development models or standards (V-Model IEEE 15288, 15289, 12207); SEI/CMMI.
  • Implementation of a real-time client/server information system; Application development using a structured software development process; failover/recovery of client server systems; Database design and data storage.
  • Demonstrated knowledge of applicable industry codes and standards.
  • Excellent communication and interpersonal skills.
  • Demonstrated ability to build relationships and work collaboratively with stakeholders at all internal organizational levels to drive project/program outcomes.
  • Demonstrated ability to work in a high-profile, high-pressure environment effectively.
  • Must have focus and ability to deliver results, organizational effectiveness, and continuous improvement.
  • Must be a proven leader as a change agent and creative/innovative thinker with the ability to align business goals with solutions to drive process improvements.
  • Must possess excellent team-building, listening, problem-solving, and prioritization skills.
  • Proficiency in current design and engineering software and Microsoft Office are required.

  • Able to multi-task and be flexible/adapt to rapidly changing project requirements/timelines.
Responsibilities
  • Provide continuous technical representation of various Systems Engineering tasks (such as business & user needs capture, requirements management,  configuration/change management, and verification & validation) during all phases of the System Development Lifecycle (i.e. System and Software requirements decomposition, prototyping/human factors, reliability, availability, maintainability, safety, development, integration, testing, debugging, placing the system into operation and user training).
  • Review vendor proposals for suitability and compliance to contract specifications and development standards.
  • After award, review contractor submittals to ensure that the system is developed, implemented, and put into service correctly.
  • Assists in leading a team involved in the concept, design, modification, analysis, and delivery of MTA C&D projects.
  • As a team lead,coordinating detailed design phases for all MTA systems and infrastructure design aspects.
  • Provides expertise to resolve complex technical issues.
  • Researches and recommends solutions for complex systems integration and interface issues.
  • Uses various software and programs to develop/review analysis and design and plan preparation/review.
  • Prepares, reviews, and/or approves proposals, contracts, or cost estimates.
  • Negotiates revisions, changes, and additions to contractual agreements with sub-consultants and clients.
  • Assists the Project Management team through creative problem-solving during interactions with Agency Owners and by completing tasks to meet theproject schedule.
  • Provides technical inspection support and oversight on active construction projects.
  • Reviews the work of peers and communicates constructive feedback.
  • Works with the Project Management team for project reviews, change procedures, and commercial and project control updates.
Desired Qualifications
  • Masters preferred.
  • PMP or relevant technical certifications are desirable.
  • NYS Licensed Professional Engineer a plus
  • Alternate Delivery experience preferred.
  • Experience in large-scale technical issues for significant construction projects or projects with highly complex systems preferred.
