Requirements
- A Bachelor's Degree in Engineering, Construction Management, or a related field is preferred.
- At least 10 years of Federal construction industry experience related to project pursuits, including estimating, project management, or business development, is required.
- Deep understanding of Federal Acquisition Regulations and request for proposal processes is required.
- Understanding of constructability is required.
- Ability to identify and interpret risk strategies is required.
- Demonstrated leadership, communication, conflict resolution, and interpersonal skills are required.
- Demonstrated experience leading partnering and teaming agreements is required.
- Understanding of cost estimating practices, development, and implementation is required.
- Strong communication and organizational skills are required.
Responsibilities
- Manage Federal project pursuits by working closely with the proposal manager, lead estimator, business development manager, and Federal Preconstruction Director.
- Work with the Business Development team to identify opportunities, recommend partnerships for Company pursuit, and coordinate partnership teams to submit proposals within prescribed budgets and timelines.
- Develop and manage pursuit timelines and deliverables, and attend all schedule and proposal meetings to ensure submissions include all necessary data and documentation.
- Review design schedules and construction plans to identify cost savings opportunities within contract specifications by adjusting quantities, estimated materials, or alternative construction methods.
- Work with design managers to develop the best possible technical solution.
- Develop project-specific client management strategies and manage client expectations and communication based on contract specifications and the Owner's needs.
- Work closely with engineers and estimators to develop the budget and secure the final bid price for the pursuit.
- Support the project hand-off between the bid and construction teams to ensure proper execution of construction plans and client expectations.
- Support the project management team with client relations during the initial phases of project construction, as needed.
