Requirements
  • An active or current Department of Defense Secret clearance.
  • US Citizenship.
  • Bachelor's Degree.
  • An Associate's Degree and 2 years of additional experience will be considered in lieu of Bachelor's Degree or a High School Diploma/GED and 4 years of additional experience will be considered in lieu of Bachelor's Degree.
  • 8 years of experience.
  • Experience supporting NAVSEA System Manpower, Personnel, and Training Policy Requirements.
  • Experience supporting NAVSEA / Navy Manpower assessments and process improvements.
  • Proficiency in Microsoft Office products (Word, Excel, PowerPoint, Project, Outlook).
  • Ability to work a Hybrid Schedule (3-4 days in the Office and 1-2 days from Home).
  • Ability to travel 10% of the time.
Responsibilities
  • Support Manpower Assessment and conduct analyses to ensure the workforce is tailored to Navy operational needs and technical allowances.
  • Conduct top-down functional analyses to support manpower assessments, ensuring that personnel allocations are justified and aligned with organization’s strategic objectives.
  • Identify manpower risks and recommend modifications to the organization’s strategic manpower policies, processes, and practices.
  • Develop and support System Manpower, Personnel, and Training Policy Requirements.
  • Arrive at fiscal estimates and schedules to satisfy engineering team/integrated product team (IPT) requirements.
  • Conduct analysis/review across all ship/system boundaries and interfaces and shall employ a human-centered design approach that optimizes enhancing performance and achieves the mission requirements.
  • Ensure all engineering team/IPT products are integrated and consistent within the engineering team/IPT, as well as across all other engineering teams/IPTs.
  • Prepare and update associated document tracking and provide related metrics reporting
  • Prepare a list of changes for document revisions to include justifications for changes made as a result of compliance related issues.Assist engineers with incorporating changes into documents and annotating changes on a list of changes, when requested.
  • Communicate and process information across the various ship design project activities, processes, and functions, including the entry, movement, manipulation, configuration management, maintenance, and approval of data.
  • Create BIN visualizations of the PEO-IWS Workforce and highlight risks for control overages, opportunities for more efficient use of BINs, and recommendations to better align staffing and mission.
  • Provide organizational process improvement recommendations and plans
  • Provide recommendations to the current distribution of organization support duties and team composition to achieve support duties.
  • Develop requirements for recurring manpower data analysis and workforce and workload dashboards.
